Description
Pre-Solicitation Notice for:SOL-DC-11-00018 The U.S. Environmental Protection Agency's (EPA) Office of Technology Operations and Planning (OTOP) is soliciting businesses to award a Firm Fixed Price contract for Turnkey Implementation of an Avaya Voice Over the Internet Protocol (VoIP) solution for EPA Offices in Regions 6, 9, 10 and three Office of Air and Radiation (OAR) labs. This procurement has a period of performance of four (4) years, a base and three (3) option years. For this requirement the Contractor shall provide the EPA with a cost-effective, reliable, and efficient approach to voice communications. The VoIP managed solution will provide a state-of-the-art voice communications system that also provides for redundancy and resiliency that does not exist within the environment today. The system shall be an enterprise design that will allow for the use of existing sites that are currently running Avaya Voice service to be used to provide services to some of the locations, and the implementation of new systems for other sites as follows. The vendor will establish a new Avaya communications manager and Avaya modular messaging system in the EPA facility in Denver Colorado. This system will be used as the system providing services for the Region 6, 9, and 10 Regional offices and their remote site locations. The system will also provide services to the EPA La Plaza facility located in Las Vegas Nevada. The vendor will utilize the existing system in the EPA facility in Research Triangle Park North Carolina to provide services for the OAR Lab location in Montgomery Alabama. The OAR lab location in Ann Arbor Michigan will receive their services from the EPA system located in Chicago Illinois. A draft Statement of Work is currently posted to the EPA's website at: http://www.epa.gov/oamhpod1/adp_placement/1100018/ An updated Statement of Work will be included with the Request for Proposal (RFP). The tentative period of performance for this requirement is date of award through August 2015. The North American Industry Classification System (NAICS) Code for this procurement is 541519 Other Computer Related Services. The Request for Proposal (RFP) is expected to be available on or about June 17, 2011, with a 30-day response time at this site.
