THIS NOTICE CONSTITUTES AMENDMENT NO. 5 TO THE COMBINED SYNOPSIS/RFQ FOR BUILDINGA HIGH TRUST UNIFIED LEADERSHIP TEAM. Companies shall acknowledge all amendment(s) intheir quote. This notice serves as the official amendment to subject synopsis/RFQ and awritten amendment will not be issued.The purpose of this amendment is to: 1) To provide clarification from the U.S. SmallBusiness Administration on vendors registering in GLS; 2) to rescind the request, asissued in Amendment 4, to grant the NASA Contracting Officer access to the documentshoused within GLS, and 3) to provide responses to inquiries received from industry.The due date for receipt of offers is not extended.The U.S. Small Business Administration advised that all WOSBs must register and uploadthe required documents into the SBAs Repository, known as Government Login System (GLS). Please refer to Amendment 4 issued on June 7, 2011.Per SBAs direction, only after review of all offers and an apparent successful offeroris identified, will the Contracting Officer (CO) request the vendor to grant access tothe CO within GLS. This will enable the CO to verify the apparent successful offeror iseligible for award. As a result, the request for vendors to grant access within GLS tothe NASA CO, as stated in Amendment 4, is hereby rescinded. Therefore, vendorsresponding to this solicitation ARE NOT required or requested to grant the NASA CO accessto view documents within the GLS. This action protects the non-successful offerors fromsharing their sensitive documents with the CO.Q1. Would NASA like to offer information sessions to prepare the ratees and raters forthe 360 process prior to administering the tool?A1. No for the raters; ratees should be briefed during first session.Q2. Is there a preference for a local firm?A2. No.Q3. Should the price proposal be a separate document?A3. It doesnt have to be in a separate document.Q4. Is the book thats titled Appreciative Leadership the approach on managementdevelopment you want to follow for the November training on Appreciate Leadership? Ifnot, would you define what you mean by Appreciative Leadership? A4. Yes, in concert with the Appreciative Inquiry theories created by David Cooperiderand taught at Case Western Reserve University.Q5. Will the Center Director be one of the Senior Management Team participants in theBuilding a High Trust Leadership Team track?A5. YesQ6. Does NASA have a particular type of activity in mind for the experiential leadershipoutdoor workshop?A6. No specific outdoor activity is in mind therefore, the vendor should proposeoptions. Q7. Are there U.S. citizenship or security clearance requirements for personneldelivering services for the program?A7. US CitizenshipQ8. In GLS, no one is listed in the drop-down list for the Contracting Officer /Specialist field. When will Suzanne's name be added to the list?A8. There was a technical problem with GLS however, the SBA corrected this issue. TheNASA CO, Suzanne Honeycutt, has been added to the drop-down list within GLS. Pleaseupload required documents however, do not grant the NASA CO access to these documentsunless you receive a request to do so.Q9. For the proposal total price; would you like to see that broken down by segment, orwould you prefer one price for the entire 6 month delivery?A9. Vendor may propose one price that identifies training, travel, materials, etc.Q10. What exactly do you mean by 'size status' that we must include in the quote?A10. If this is the Senior Management team's first exposure to executive coaching, willwe need to build in additional time for level setting?A11. No, theyve all been previously coached.Q12. A question about the Coaches' monthly reports - what needs to be reported? Giventhe nature of the coaching relationship that requires a high degree of trust we areconcerned about honoring confidentiality. A12. Reports should provide a general status of the engagements not specifics on thecontent. Reports should also address whether the participants are making progress, arethey showing up, and provide any other observations that are noteworthy.Q13. How would you like the cost proposal presented? One lump sum rate for the entireprogram including training and coaching? Any specific line items?A13. Vendor may provide one lump sum total that details training, travel, material costs,etc.Q14. Will NASA Glenn Research Center be providing the training facility for the trainingsessions? Refreshments? Lunch? Equipment (e.g., AV, easels, flip charts...)?A14. YesQ15. We typically provide our executive coaching in one-hour sessions. Regarding the1-2 hours of monthly in-person coaching, would you be open to having a one-hour on-sitecoaching session following and focusing on the material presented during the trainingsession and a one-hour telephone coaching session mid-way between the training sessions? Our experience points to telephone coaching being as effective as in-person coaching andmore cost-effective for the organization. Additionally having coaching sessions betweenthe training will help participants get better value from their trainingA15. We want to limit the amount of time over the phone. Our management has determinedbased on our past experience that phone coaching is ineffective with these particularparticipants.Q16. Could you provide more information regarding the request for 'Team buildingsessions: Facilitate team building sessions during the on-site courses; Attendparticipant meetings to identify team building opportunities'?When will these'participant meetings' be occurring? A16. That is for the vendor to determine in their design of the program. We want toensure team building is provided and that is why this was spelled out in thesolicitation.Q17. Are the 18-22 Senior Management Team participants who will be attending theproposed training currently working as a team on a project(s) where they share a commonpurpose and are dependent on one another for the completion of the project(s)?Or willthey be attending as a group of participants without interdependencies?A17. This group is interdependent in the sense that they are managing the entireoperation of NASA Glenn Research Center.Q18. What is the current budget allocation for this solicitation?A18. We are not disclosing that information.Q19. Do you want references as part of this solicitation? If so when and how would yoube contacting them? We like to advise our references so they can be responsive toinquiries.A19. We are requiring past performance references as indicated in the solicitation. The references may be contacted by Chief of Human Capital Development or by the Team Leadfor Organization Development either by phone or email.Q20. I am WOSB. Do I need to be registered in GLS system with certificates of WBEN?A20. All inquiries such as these must be directed to the SBA.
