Description
Description: The government anticipates awarding a Five Year Indefinite Delivery/Indefinite Quantity Cost Plus-Fixed Fee (CPFF) type contract. The NSTP will consist of engineering testing of aircraft components for the purpose of qualification of the Army's new and existing supplier base. Specific engineering testing requirements will include destructive and non-destructive inspections, metallurgical examinations, fatigue, endurance and operational tests and post-test failure analysis; the Contractor will provide the resources required to complete each test program. The Contractor will also provide storage of specific Government Furnished Property (GFP) which is required to support the NSTP. This property includes previously-developed test fixtures, Special Test Equipment, Test Specimens and all other Government Furnished Materials (GFM) furnished under this contract. Based upon market research, this requirement will be a sole source requirement; therefore, the policies in U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. The proposed period of performance is award of contract through 5 years. Based on market research, the government is not utilizing the policies contained in Federal Acquisition Regulation (FAR) Part 12. Authority cited: Statutory Authority Permitting Other Than Full and Open Competition for this requirement is 10.U.S.C. 2304 (C) (1), as implemented by paragraph 6.302-1 (a)(2)(iii) of the FAR entitled: Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. This requirement will be sole sourced to Dayton T. Brown, 1175 Church Street, Bohemia, New York 11716. Under the technical oversight of the Aviation Engineering Directorate, the Sustainment Engineering Division is responsible for the New Source Testing Program of Critical Safety Items (CSI). The New Source Testing of CSIs are mandated by the National Defense Authorization Act fiscal year 2004, Public Law 108-136, Quality Control in Procurement of Aviation CSI and Related Services. The Aviation Engineering Directorate's Sustainment Engineering Division has a requirement to support the testing of CSIs. The NSTP is designed to test CSIs to the Original Equipment Manufacturers qualification requirements. This testing will qualify secondary sources of supply for Army CSIs and ensure the manufacturers provide parts which will safely operate in Army aircraft. The specialized engineering testing services required for the NSTP include: pre-test and post-test inspections, development of documentation, and test reports summarizing all results and findings Responses to this Notice are due no later than 2:00pm (CST) on 23 Jun 2011.
