- This project consists of the construction of a complete and usable 10KW off grid Vertical Axis Wind Turbine system that includes all wind turbines, inverters, combiner boxes, fuse boxes, disconnect boxes, wind ground mounted racks, and 600 feet of wiring (200 feet for each color). The system shall be composed of a two 5 KW Vertical Axis Wind Turbine (VAWT) as an ALTERNATE ITEM. Contractor shall also provide all labor and material to construct an additional one 5 KW off grid Vertical Axis Wind Turbine (VAWT). This system shall complement the 10KW VAWT system. System shall consist of all wind turbines, inverters, combiner boxes, fuse boxes, disconnect boxes, wind ground mounted racks, and 300 feet of wiring (100 feet for each color). Place of performance: Cooperative Security Location (CSL) Comalapa, El Salvador. The exact location for the installation of the Vertical Axis Wind Turbine (VAWT) system will be made available to the Contractors during an organized site visit during the solicitation phase of this project Contract Information: The award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) best value acquisition which will be cited in the solicitation. The period of performance of this contract is based on 150 calendar days from the date of the award. The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $100,000 and $250,000 dollars. Obtaining the solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about 29 June 2011. Site Visit: An organized site visit will be scheduled at a date to be determined. CCR/FBO Registration: Potential Offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to this solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) at web site http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Availability of Funds: Funds are not presently available for this project. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor received notice of such availability, to be confirmed in writing by the Contracting Officer. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in El Salvador, the Offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
