SOURCES SOUGHT NOTICE NAVAL HEALTH CLINIC DEMOLITION BLDG. 200H NAVAL STATION GREAT LAKES GREAT LAKES, IL The intent of this sources sought notice is to identify potential Small Business, 8(a), HUBZone, Service Disabled Veteran Owned or Women-Owned Small Business firms capable of preparing the design and demolition of the Naval Health Clinic, Bldg. 200H, Naval Station Great Lakes, Great Lakes, IL. Naval Facilities Engineering Command (NAVFAC), Midwest, Great Lakes, Illinois is seeking either individual firms or Joint Venture firms nationwide capable of performing a design-build demolition of a Naval Health Clinic, Bldg. 200H, Naval Station Great Lakes, Great Lakes, IL. The estimated cost of this potential project is between $15,000,000.00 Million and $18,000,000.00 Million. The NAICS Code is 238910 with the annual size standard of $14.0 Million. The proposed procurement is being considered as a set-aside under Small Business, Section 8(a), HUBZone, Service Veteran Owned Small Business Program or Women-Owned small business concerns. Firms are requested to submit their Sources Sought Questionnaire which will be the basis for the Government ™s decision to establish this requirement as a Small Business, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned small business concerns set-aside acquisition. Interested Small Businesses, 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Women-Owned small business concerns are encouraged to submit a Source Sought Questionnaire. The Sources Sought Questionnaire must describe in detail the firm ™s capability to provide the design and demolition of a Naval Health Clinic, Bldg. 200H within the estimated dollar range. The Sources Sought Questionnaire may be submitted electronically to terryll.zade@navy.mil; FAX 847-688-6567 or by hard copy to Terryll Zade, NAVFAC Midwest, 201 Decatur Avenue, Bldg. 1A, Great Lakes, IL 60088-2801. PROJECT DESCRIPTION: This project will demolish a Naval Health Clinic at Naval Station Great Lakes, Great Lakes, IL. This project will involve demolishing approximately 13 floors, plus basement and 2-upper mechanical rooms that equal to approximately 515,560 sq ft. Demolition will also include out buildings that are part of the hospital complex as well as Underground Fuel Tanks; three Concrete Tunnels; and adjacent equipment yards and enclosures. The existing hospital is a steel frame structure with concrete foundations, retaining walls and floor slabs on metal joists, a brick exterior enclosure wall with punched aluminum windows and a section of glazed curtain wall at the front entry. Buildings shall be completely removed, including below grade foundations and underground utilities and the adjacent site shall be restored to provide continuous streets and capped utilities. Demolition also includes removal of salvaged items to be turned over to the Owner and items to be recycled prior to complete demolition of buildings. Hazardous materials will be removed and disposed prior to demolition. The following hazardous materials may exist: asbestos, lead cadmium and chromium based paint, PCBs, ozone depleting substances and mercury. Sustainable design principles will be included in the design and demolition of the projects in accordance with Executive Order 13123 and other laws and Executive Orders. Facilities will meet LEED ratings and comply with Energy Policy Act of 2005. Low Impact Development will be included in the design and construction of this project. The Sources Sought Questionnaire must be complete and sufficiently detailed to allow the Government to determine the firm ™s qualifications to perform the defined work. Receipt of potential offeror ™s sources sought package shall be received no later than Wednesday, July 11, 2011 at 2:00 p.m. Central Standard Time. This sources sought notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing the RFP. If issued, the solicitation will utilize source selection procedures, which require offerors to submit technical experience, past performance, safety and price for evaluation by the Government. The Government will not pay for any effort expended in responding to this notice. Estimated award date for this potential contract is March 2012.
