- This is a Sources Sought Synopsis announcement for market research in support of a medical research project on hearing protection test system equipment. The information will be utilized for preliminary planning purposes. The information received will be utilized within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents will not be notified of the results of the analysis. All data received in response to this Sources Sought Synopsis that is marked or designated as corporate or proprietary information will be fully protected from release outside the government. Since this is a Sources Sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants. Responses to this Sources Sough Synopsis will be used to make appropriate acquisition decisions. No telephone calls will be accepted requesting a proposal package or solicitation. There is no proposal package or solicitation at this time. In order to protect the procurement integrity of any future procurements that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The required equipment is for Hearing Protector Test System Equipment that can perform to the below standards and meet the minimum requirements. All sources should submit an email detailing their systems capabilities and identify how it meets the minimums identified below. 1) Turnkey ViAcoustics or equal REATMaster System and integrated TRIDENT multi-channel RTA System for conduct of human subject tests per ANSI S12.6-2008, inclusive of software, computer, National Instruments interface, circuitry, subject and experimenter controllers, etc. REATMaster/TRIDENT system to present 3 uncorrelated channels of signal output for either REAT (or MIRE measurements), using continuous or pulsed 1/3 octave bands of noise, pink noise, white noise, red noise, or pure tones, selectable as needed by the experimenter. Band-specific signal capabilities to include band centers from 32.5 to 10,000 Hz. 2) TRIDENT to include RTA measurement capabilities with microphones for all aspects of experimenter's REAT calibration of S12.6-2008 and experimenter's MIRE and ATF calibration/presentation/measurement for both continuous and impulsive measurement methods of S12.42-2010. TRIDENT to include all licenses for 1/n measurements, narrowband FFT, loudness in sones per ISO 532, and time waveform. TRIDENT to accommodate all measurement requirements of S12.6-2008 and S12.42-2010, including signal measurement peak handling, ANSI S1.11 Type 0 filtering, etc., as specified in the Standard. 3) Turnkey hardware, consisting of wiring, preamplifiers, power amplifiers, equalizers and loudspeakers for a 3-channel signal presentation setup in NSMRL's reverberant room to meet all requirements of ANSI S12.6-2008 (for all aspects of REAT with signal ceiling capabilities for the highest-attenuating double hearing protection and ANR devices) and of ANSI S12.42-2010 (for all aspects of MIRE and ATF testing, not including signals for impulsive measurements). Hardware for signal presentation system to interface with REATMaster and TRIDENT systems. Signal presentation system to accommodate these needs in a Reverberant Room of dimensions: W 199", L 355", H short wall 120", H high wall 142". Vendor is responsible for the sound field's calibrated levels, dynamic range, and diffusivity characteristics for the required signals in the S12.6 and S12.42 standards as well as the instrumentation noise floors of the REATMaster and TRIDENT systems. 4) On-site setup and calibration of the Systems of 1 and 2 above to meet the REAT and MIRE portions of ANSI S12.6 and S12.42 in NSMRL's reverberant room. For informational purposes, older reverberation time measurements of the current room show RT60 reverberation times of approximately 2.1 sec at 100 Hz, 2.4 sec at 500 Hz, 2.4 sec at 1500 Hz, and lower reverb times as frequencies increase. I mention the RT60's because the S12.6 standard requires RT60 to not exceed 1.6 s for any test band between centers at 125 Hz to 8000 Hz. 5) Preparation and provision of a document which demonstrates, with all measurement protocols and data there from, the above Systems' compliance with ANSI S12.6-2008 and ANSI S12.42-2010 (excepting impulsive signal presentation in S12.42). Your document is to include guidance on NSMRL's recommended daily and periodic calibration schedules.
