- The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for the purchase and delivery of four Avida Panther 8 Channel Hybrid Surveillance /DVR System with Alarms and Sensors (P8Hve-RJ-C617) or Equivalent. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes shall reference the Request for Quotation number H92239-11-T-0036. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-52. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. Full text clauses are available at http://farsite.hill.af.mil. The North American Industry Classification System (NAICS) is 334511. The size standard is 750 employees. This requirement is 100% set aside for Small Business. REQUIREMENT The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for four (4) Panther 8 Channel Hybrid Surveillance /DVR System with Alarms and Sensors Brand Name (P8Hve-RJ-C617 manufactured by Avida) or Equal. The video surveillance shall be new and not refurbished or remanufactured. The contractor shall provide the following Contract Line Item number (CLIN): CLIN 0001- Panther 8 Channel Hybrid Surveillance /DVR System with Alarms and Sensors (P8Hve-RJ-C617)- Quantity: FOUR UNIT EACH. CLIN 0002-IUID markings FOUR UNIT EACH IAW DFAR 252.211-7003. Items called for by this Request for Quotation have been identified in the schedule by a "brand name or equal" description under FAR clause 52.211-6. Such identification is intended to be descriptive but not restrictive and is to indicate the quality and characteristics of products that will be satisfactory. Quotations offering "equal" products will be considered for award if such products are clearly identified and are determined by the Government to fully meet the salient characteristics and requirements listed in the solicitation. To ensure that sufficient information is available for technical evaluation, the offeror shall furnish descriptive material (technical information, brochures, drawings, or other information) necessary for the purchasing activity to determine whether the product offered meets the salient characteristics of the requirement. Offeror's failure to submit a detailed specification sheet for equal comparisons will be non-responsive and not considered for award. Required Capability: Below are the specifications that will establish technical acceptability. As a minimum, the Video Surveillance System should meet the following specifications: • Case Size (H x W x D - inches) : 11" x 21" x 16" • Number of Cameras: 8 minimum • Color 8 inch LCD monitor for individual or quad views • PVX power/video inputs for camera interface • Integrated 900 MHz alarm receiver with whiteboard • Hard Drive : 120GB w/ capable of 2-3 days of continuous recording • Capable of connecting via USB to an external hard drive • System battery backup (no battery charger) • Cables, power supplies and accessories • Integrated quad band GSM / remote monitor - three partition • Indoor/Outdoor Cameras and CAT-5 Capable Adapters  2 x Auto day/night 3.7mm dual sensors  2 x Auto day/night 8mm dual sensors  4 x Indoor wired cylinder cameras  1 x Indoor interchangeable lens kit (4 lenses)  8 x Indoor adapters for CAT-5 cable  8 x Outdoor adapters for CAT-5 cable PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clause are hereby incorporated by reference to this procurement action. FAR 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph (a) of the provision: The Government will award this contract utilizing the Simplified Acquisition Procedures of FAR 13.106. The award will be made resulting from this solicitation (RFQ) to the responsive, responsible offeror whose quote conforming to this solicitation is the low price technically acceptable. The following factors in descending order of importance shall be used to evaluate the offers: (1) Technical Acceptability (2) Delivery (3) Price. Technical Acceptability and delivery when combined are more important than price.
