The base period of performance is 15 July 2011 through 30 September 2011. In an effort to continue to provide worldclass healthcare to the warfighter, Southern Regional Contracting Office (West) intends to procure training manikins for the Army Medical Training Center, Fort Sam Houston, Texas. These manikins are essential to the mandated required training and minimum patient contact hours for more than 7,000 military students annually to be qualified within their respective MOS. Salient characteristics of the training manikins requirement: The Manikin must be tetherless and controllable up to 300 meters and between rooms and floors of conventional buildings. Wireless commands must be able to control whether the eyes are open or closed, their blink rate, pupil size, and pupil reaction -Must have Active eyes -Must have fluid drain at 5th intercostals space with bilateral drainage using conventional large diameter chest tubes. The following factors shall be used to evaluate offers: 252.212-7000 OFFEROR REPRESENTATIONS AND CERTIFICATIONS- COMMERCIAL ITEMS. (JUN 2005) (a) Definitions. As used in this clause- (1) Foreign person means any person other than a United States person as defined in Section 16(2) of the Export Administration Act of 1979 (50 U.S.C. App. Sec. 2415).
