Description
USDA, ARS, SAA, U.S. Vegetable Laboratory intends to solicit and negotiate with only one source, Carrier Corporation, 230B Business Park Blvd., Columbia, SC 29203 for installation of a Rockwell-Carrier Reliance LiquiFlo tm2 Variable Frequency Drive (VFD) on one Carrier 19XR Chiller. Carrier is the manufacturer of our two 535 ton chillers and the new variable frequency drives. They have the extensive engineering knowledge of the specifications of the drives, cables, electrical components and specific equipment to diagnose any malfunction during the installation. Carrier is the only local company authorized to install the Rockwell-Carrier Reliance LiquiFlo tm2 VFD on our Carrier Chiller system. Not all VFD's are compatible with the USVL's existing Carrier equipment. The Rockwell-Carrier Reliance LiquiFlo tm2 VFD must be specifically engineered and compatibility must be verified by a certified Carrier Service engineer before installation. Verification that the correct control package is in place is required because the control package allows for communication between the drive and chiller. Our chiller systems have previous service warranties solely with Carrier for maintenance conducted. Current warranties preclude any changes to this system by other contractors which will void the service contract warranty. Pursuant to 6.302-1(C)(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) substantial duplication of cost to the Government that is not expected to be recovered through competition. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office by 22 Jun, 2011 at 2:00 p.m. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Carrier Corporation without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is 24 Jun 2011.
