- The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Fatigue Technology International Corporation (FTI) - Tukwila, WA to procure Floorboard Fastener Tool Sets: Part Number: FTTS-H60-1. The MH-60R High Speed Machined Floorboards are equipped with special Force Tec fasteners for securing the aircrafts avionics, operator seat, etc. The tool set will allow for the removal and replacement of the Force Tec fasteners at the organizational maintenance level. The tool set contains the required tooling necessary for the various fastener sizes used on the MH-60 floorboards. The base quantity will consist of fifty (50) FTTS-H60-1 tool sets and associated storage cases, with up to an additional ninety three (93) optional FTTS-H60-1 tool sets and storage cases utilizing four (4) one-year option periods. The Government intends to negotiate this Particular Support Equipment (PSE) procurement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. FTI is the sole designer, developer, and Original Equipment Manufacturer (OEM) and is the only known source to have sufficient technical data, drawings and unique knowledge to manufacture this requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. No solicitation will be available for this procurement.
