- The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), intends to procure the Progenesis LC-MS software from Nonlinear Dynamics. The Institute intends to purchase this software by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. The software needed for the proposed requirement is: Progenesis Liquid Chromatography/Mass Spectrometry (LC-MS) label-free software - single stand alone user perpetual license. This software shall combine multi fraction experiments to report protein changes across the whole experiment and shall have the ability of co-detecting peaks on aggregate runs to give a complete data set with no missing values. (Quantity 1) The Laboratory at the NIH uses liquid chromatography/mass spectrometry (LC-MS) extensively in investigating the role of polyunsaturated fatty acids (e.g. DHA) and ethanol in neuronal development and function. To understand the underlying molecular mechanisms, NIH is pursuing differential proteomics studies to look at the effect of DHA or ethanol on protein expression level and regulatory network in neural stem cells or brain tissues. The studies require large scale quantitative analysis of the proteins with various biological conditions. To obtain sufficient protein identification coverage, proteins extracted from each biological sample are typically fractionated into more than ten groups by SDS-PAGE, followed by in-gel digestion, and MS identification and quantitation. In order to pursue the research, it is necessary for NIH to purchase a label-free protein quantitation software that can combine multi fraction experiments to report protein changes across the whole experiment. Currently, Progenesis LC-MS is the only label-free protein quantitation software that satisfies these requirements and Nonlinear Dynamics is the only vendor that supplies the software and necessary technical support. This notice of intent is not a request for competitive quotations; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. Offerors may request a copy of the Request for Quotation (RFQ) in writing to the Contracting Office Address listed or via email to: muckt@mail.nih.gov prior to the closing date of this notice or before June 24 at 10:00 am EST. It is anticipated that RFQ - NIH-NICHD-11-065-1 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due seven (7) days after the release of the RFQ. All requests for quotations must have a valid email address. Email quotations must contain offerors name, address, telephone number and an authorized company representative signature.
