Description
THIS CONTRACTING ACTION IS A 100% SMALL BUSINESS SET-ASIDE. OBJECTIVE: Removal of soil in the area of a former cattle dip tank at Cokeville Meadows National Wildlife Refuge. Soil is contaminated with organochlorine pesticides, which are considered hazardous wastes at the concentrations detected in the soil. PROJECT LOCATION: Cokeville Meadows National Wildlife RefugeP.O. Box 189Cokeville, WY 83114 The actual site is approximately 11 miles south of Cokeville, directly off Highway 30. CURRENT CONDITION: Cokeville National Wildlife Refuge personnel identified an area where a former cattle dip tank existed. Personnel from the Environmental Contaminants program with the Ecological Services Office in Cheyenne, Wyoming, collected soil and water samples at the site. Samples were analyzed for organochlorine pesticides (OCs), organophosphate (OPs) pesticides, and polychlorinated biphenyls (PCBs). Analytical results of a groundwater sample and three soil samples did not indicate any OPs or PCBs present. Small levels of two OCs (benzene hexachloride and chlordane) were detected in the groundwater sample but very large concentrations of four OCs (chlordane, lindane, heptachlor epoxide, and toxaphene) were detected in the soil samples. Such high levels of OCs in the soil are considered as hazardous waste by the Wyoming Department of Environmental Quality. PROJECT DATA: The contractor will be required to remove the contaminated soil and dirt from a Government delineated site. The area of the site will be 75 feet by 75 feet, to a depth of 6 feet (approximate level of the ground water). The contaminated soil will be removed to an approved hazardous material disposal site. Once the contaminants have been removed, the site is to be restored. Fill materials are available on the refuge and will be available to the contractor. The contractor will be required to re-seed the area with an approved, weed free seed mix (contact the Refuge for the desired seed mix). GENERAL INFORMATION The estimated magnitude of construction is between $25,000.00 and $100,000.00. The total performance is 90 days from the Notice to Proceed. This acquisition is a 100% Small Business Set-aside. The NAICS code is 562910, Remediation Services, and the size standard is $14 Million. The solicitation package is anticipated to be available electronically on/or about June 9, 2011 with an anticipated closing date of July 1, 2011.
