Description
The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), Perinatology Research Branch (PRB) intends to procure the Professional Services of Maria-Teresa Gervasi, M.D. The Institute intends to purchase this service by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. Dr. Gervasi is a consultant and collaborator providing services to the PRB in connection with a protocol titled Biological Markers of Disease in the Prediction of Preterm Delivery, Preeclampsia and Intra-Uterine Growth Retardation: A longitudinal study. The institution where Dr. Gervasi is located is in Italy and is participating in the collection of biological samples and shipping them to Detroit, Michigan where the PRB is located. The period of performance for this requirement is one full calendar year. The service in the proposed contract involves: 1. Reporting the results of the study in the scientific literature; 2. Review, analyze and make recommendations regarding research data; 3. Conduct bibliographic research and prepare critical analyses of available/existing literature in the development of Institutional Review Board (IRB) protocols, manuscripts, abstracts and other scientific activities of the PRB as requested; 4. Provide technical assistance in the preparation of manuscripts and abstracts; 5. Make recommendations regarding the development and design of the IRB protocols; 6. Perform statistical analysis including preparation of data tables; provide recommendations regarding graphical presentations; 7. Facilitate access to patients enrolled in PRB protocols in Padvoa, Italy by explaining to physicians and healthcare providers the purpose of the protocols in order to maximize access to patients who are eligible to participate in clinical research protocols; 8. Provide technical direction to research personnel in the conduction of PRB research protocols and monitor the collection of samples retrieved; 9. Provide bi-annual reports of the activities related to PRB protocols and be available to participate in conference calls with members of the research team of Wayne State University and PRB. The work under the contract will primarily be done at the Presidio Ospedaliero di Treviso Hospital/Institution in Padova, Italy and the deliverables are sent to Detroit. Dr. Gervasi occasionally attends scientific meetings in the US and often visits the PRB on those occasions. The existing relationship with Dr. Gervasi and the conduction of the research protocol at her institution in Italy are the basis for the contract. No other individual could provide the required service because they do not have the requisite knowledge of the study or a relationship with the institute in Italy or an understanding of the ongoing collaboration between the PRB and Dr. Gervasi. This notice of intent is not a request for competitive quotations; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. Offerors may request a copy of the Request for Quotation (RFQ) in writing to the Contracting Office (6100 Executive Blvd, Room 5Z00, Rockville, MD 20852) or via email to: muckt@mail.nih.gov prior to the closing date of this notice or before June 24 at 10:00 am EST. It is anticipated that RFQ - NIH-NICHD-11-066-1 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due seven (7) days after the release of the RFQ. All requests for quotations must have a valid email address. Email quotations must contain offerors name, address, telephone number and an authorized company representative signature.
