- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-11-T-0273 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the latest edition of the Federal Acquisition Circular. This solicitation is issued as a 100% total small business set aside. Numbered note 1 applies. The NAICS code is 336611 and the Small Business Standard is 1000 employees. Award will be made on an all or none basis. Port Operations NS Mayport, FL requires refurbishment of two three-tier paint floats and three one- tier paint floats. Offers are due by 4:00 pm on Wednesday, 22 JUN 2011 and may be emailed to mary.hart@navy.mil or faxed to 904-270-6498. STATEMENT OF WORK (SOW) FOR THE REFURBISHMENT OF FIVE PAINT FLOATS 1. SCOPE Refurbish five paint floats to include towing to and from contractors facility. Removal from the water, removal of zincs, fendering and deckgrating, opening voids, inspection, preservation, blasting, priming and painting. 2. PAINT FLOAT IDENTIFICATION 2.1 Two 28ft x 28ft three tier paint floats. 2.2 Three 20ft x 15ft one tier paint floats. 3. REFERENCES: 3.1 NAVSEA DWG. 7333543 4. REQUIREMENTS 4.1 Paint floats are located at Mayport Naval Station moored in the basin. Port Operations tugs can tow out of basin up to 4 NM up St. Johns River to contractors facility as approved by government representative. 4.2 Contractor is responsible for towing beyond tug limitations as per government representative. Paint Floats cannot be transported over highway. 4.3 Paint Floats can be refurbished two at a time. 5. PERIOD OF PERFORMANCE 5.1 All work to be completed by 1 Sept 2011. 6. WORK TO BE ACCOMPLISHED ON TWO THREE TIER PAINT FLOATS. 6.1 Paint Floats listed in 2.1, prepare paint float for refurbishment by removing from water, blocking, cleaning, removal of zincs, fendering and bottom float deck grating material. 6.2 Remove 10 void covers per float. Clean all voids and perform inspection with government representative. 6.3 Replace 28ft of 6 inch channel on second tier of each float, and replace 42ft of 6 inch channel on third tier of each float. Government representative to identify channel to be replaced. 6.4 Straighten one mooring bit, accomplish a total of 10 handrail repairs, straighten or replace corner sections of bottom float fendering channel that are bent over. 6.5 Abrasive blast bottom float of paint floats to achieve an SP-10 profile, apply two coats of Sherwin Williams Sea guard 5000 epoxy primer and one coat of Sherwin Williams Acrolon 218 topcoat to first tier above the waterline and new channel and handrails (Haze Gray). Apply three coats of Sherwin Williams Sea Guard Ablative Anti-Fouling below the waterline as per manufacturer recommendations (Red) 6.6 Install new zincs and studs. Reinstall void covers with new gaskets and non-ferrous fasteners. Replace up to 6 void covers as identified by government representative. 6.7 Install new non-mar 4 inch fendering in channel on upper tiers of each paint float with new non ferrous fasteners. Replace up to 112 ft of 10 inch D rubber on bottom float as identified by government representative. 6.8 Reinstall deckgrating with new hold down brackets. 7. WORK TO BE ACCOMPLISHED THREE SINGLE TIER PAINT FLOATS 7.1 Paint Floats listed in 2.2, prepare paint floats for refurbishment by removing from the water, cleaning, removing zincs and fendering material. 7.2 Straighten or replace damaged 6 inch channel for fendering. 7.3 Open, clean and inspect three voids on each float with government representative. 7.4 Abrasive blast float to achieve an SP-10 profile, apply two coats of Sherwin Williams Sea guard 5000 epoxy primer and one coat of Sherwin Williams Acrolon 218 topcoat above the waterline (Haze Gray). Below the water line apply three coats of Sherwin Williams Sea Guard Ablative Anti-Fouling as per manufactures recommendations (red). Apply non-skid coating to top of float. 7.5 Install new zinc studs and zincs. 7.6 Install 120 ft total, new non-mar 4 inch D rubber fendering on floats as identified by government representative. Reinstall removed fendering as per government representative.
