Description
This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI). The purpose of this SS is to identify qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB] that are interested in and capable of providing the below spinning disc confocal system. The NHLBI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NHLBI shall arise as a result of a response to this Sources Sought notice or the NHLBI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NHLBI is seeking capability statements from all eligible small business concerns [particularly Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] under the North American Industry Classification System (NAICS) code 334516 with a size standard 500 employees. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Announcement must have the capabilities to provide Services/supplies as below. Major tasks required of the Contractor include the following: Olympus Laser launches and beam splitter The mission of the Laboratory of Molecular and Cellular Imaging, part of the Laboratory of Molecular Biophysics, in the Biophysics and Biochemistry Center of the Division of Intramural Research at National Heart, Lung, and Blood Institute of National Institute of Health; is to conduct research into the structure and function of membrane proteins and vesicles. Specifically, the lab uses biophysical and cell biological tools to understand how membrane proteins function at the molecular level. Specific areas of research include studies on proteins involved in the fusion and recapture of vesicles with the plasma membrane. The lab also investigates the structure and behavior of ion channels important to the physiology of excitable cells in the heart and brain. To conduct this research it is essential to have the ability to perform sensitive evanescent field (TIRF) fluorescent optical imaging of living cells. A laser launch along with two initial lasers (50 mw 491 and 50 mW 561 nm) for an IX81-ZDC Olympus microscope is required to provide illumination for this TIRF system. This multi-fiber laser system will allow us to make ultra-sensitive measurements with our current Olympus TIRF microscope. Along with this laser launch an emission beam splitter is required to image the data generated from this multi-laser launch. This beam splitter directs the image from two different wavelengths onto one camera chip for the simultaneous visualization of two dyes in one sample. This equipment together will extend and improve our imaging capabilities and is essential to the research mission of the laboratory. Requirements for TIRF laser launch system: 1) Up to 4 independent fiber laser inputs for TIRF 2) Motorized and independent incident angle control of each fiber 3) TIRF/widefield or 100% widefield imaging possible with launch 4) Adjustable and centerable control of field stops for each laser line 5) Accepts 25mm laser cleanup filters 6) Wavelength matched single mode fibers 7) High speed TTL imaging shutters for each line 8) Compatible with IX81-ZDC2 motorized inverted platform with Zero Drift laser autofocus 9) Software provides precise and independent control of TIRF angles for each line with graphical display of incident angle/penetration 10) Compatible with metamorph and Olympus imaging and control software 11) Availability of strong (50 mW) laser lines for each fiber 12) 491 nm 50 mW fiber-coupled laser 13) 561 nm 50 mW fiber-coupled laser Requirements for TIRF dual view system: 1) Simultaneous acquisition of two emission channels on one 512x512 EMCCD camera chip 2) Emission can be separated by wavelength, polarization, or amplitude 3) Uses standard 25-mm-diameter emission and polarization filters 4) Bypass mode permits easy full-field imaging 5) Exchangeable filter cube allows multiple applications to be run with minimal realignment 6) Integrated, adjustable CCD mask 7) C-mount male detector attachment and C-mount female front attachment 8) Compatible with Olympus 1X81 microscope body 9) Compatible with Andor 887 EMCCD camera Interested qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above and in the draft SOW. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Deborah Coulter Contract Specialist, at coulterd@nhlbi.nih.gov in either MS Word or Adobe Portable Document Format (PDF), by June 25, 7:30 AM, EST. All responses must be received by the specified due date and time in order to be considered.
