- THE SOLICITATION FOR THIS PROJECT WILL BE POSTED ON OR ABOUT JUNE 27, 2011 Set Aside: The proposed procurement listed herein is unrestricted per Stewardship Authority. This solicitation and any resultant contract is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government's method of trading goods for services. Work includes active management within the timbered stands to improve long term forest health conditions, reduce fuel loadings to create defensible space and enhance late old stand structure within the project area. Treatment stands are predominately small diameter providing both a sawlog component suitable for milling as well as biomass material for existing and developing industry utilization. This project includes road maintenance, approximately 591 acres of non-commercial thinning and fuels treatment, approximately 1245 ccf of sawlogs, and approximately 3879 ccf of green convertible biomass. The final advertisement will contain all requirements related to service work and product removal. This project is located on lands administered by the La Grande Ranger District of the Wallowa-Whitman National Forest. Vicinity maps showing project locations and access are attached and made part of this contract. All township and range locations are predicated upon the Willamette Base Meridian. The project area includes sections 1, 2 and 3 of Township 7 South, Range 35 1/2 East, sections 3, 4, 9, 10, 11, 12, 13, 14, 15, 16, 21, 22, 23, 24, 25, 26, 27, 28, 33, 34, 35, 36 of Township 6 South, Range 35 1/2 East, sections 19, 30 and 31 of Township 7 South, Range 36 East and sections 10, 13, 24 and 25 of Township 6 South, Range 35 East. Location is approximately 15 miles south on Forest Road 5100 from Starkey, Oregon. It is estimated that work will begin by July 1, 2012 and shall be completed by October 31, 2013. Actual start date may be negotiated based upon actual award date, prospective work and weather conditions. Pre-proposal Meeting Date: July 13, 2011 at 0900 in La Grande, OR at the La Grande Ranger District Office.
