Description
U.S. DEPARTMENT OF VETERANS AFFAIRS (VA) DESIRES TO ACQUIRE AN ASSIGNABLE SITE OPTION FOR A MINIMUM OF SEVEN (7) DEVELOPABLE ACRES FOR CONSTRUCTION OF A LEASED PRIMARY CARE ANNEX IN BIRMINGHAM, ALABAMA REQUIREMENT: The Department of Veterans Affairs is seeking Expressions of Interest for a site from fee title property owners, or their duly authorized representatives, willing to execute an assignable option to purchase a site, or an assemblage of sites, or to obtain a donated site, containing a minimum of seven (7) developable acres capable of accommodating a 50,500 net usable square foot building with on-site parking of a minimum of 350 spaces. At this time, VA seeks expressions of interest for the site only. Upon selection of a site and execution of an assignable purchase option, VA will conduct a procurement and select a developer. Upon award to a future developer, VA will assign the purchase option to the developer to purchase the optioned site. The developer will construct and lease back to the VA a build-to-suit medical office building for up to 20 years. THIS REQUIREMENT IS THE SAME AS ADVERTISED EARLIER THIS YEAR. VA HAS DETERMINED TO UTILIZE A śTWO-STEP ť PROCESS (ACQUIRE SITE AND PROCURE A DEVELOPER/OWNER.) DELINEATED AREA: Within a five (5) mile radius of: 700 S. 19th Street Birmingham, Alabama Note that VA reserves the right to amend the delineated area and/or site requirements as needed. EXPRESSIONS OF INTEREST SHOULD INCLUDE THE FOLLOWING INFORMATION, AS KNOWN OR AVAILABLE. PLEASE NOTE THAT TIME IS OF THE ESSENCE SO PLEASE PROVIDE AS MUCH INFORMATION AS POSSIBLE TO ENABLE VA TO EVALUATE YOUR SITE(S). VA RESERVES THE RIGHT TO ELIMINATE A SITE THAT FAILS TO PROVIDE SUFFICIENT INFORMATION. 1. Site location, address, legal description and current and/or proposed zoning designation. 2. Size of parcel and amount (or range) of usable acreage offered. 3. Site plan, survey and/or plat map of the site indicating the location of the parcel offered. Site plan should include location of utilities, any easements (above and below ground), adjacent roads, and/or other encumbrances affecting the potential development of the parcel. Include any grading, drainage or sewer plans that have been or will be completed in the future. 5. Access to site from major transportation routes and public transportation routes. 6. Site aerials/renderings photos, graphics, and location map. 7. Describe any future development affecting the site including neighboring projects and road/public utility line construction. 8. Specific information on site ownership and any known title issues, defects, deed restrictions and encumbrances. 9. Price per acre. PLEASE PROVIDE BRIEF EXPLANATIONS/CLARIFICATIONS TO THE FOLLOWING ISSUES. 1. The availability of utilities to the site including water, sewer, gas, electric and fiber optics. 2. Confirm the site has proper zoning for a primary care annex. Clarify if any zoning changes, variances, or special exceptions are required for a primary care annex including the estimated period of time necessary to complete such entitlement process. Clarify any known county proffer obligations with the site. 3. Describe any environmental issues known to exist on the site and any remediation efforts taken or to-be-taken. Provide copies of any environmental or other assessments. 4. Provide evidence that the site offered is outside the 100 year flood zone. Clarify if the site contains any wetlands (as defined and may be certified by FEMA). 5. Explain any known factors that might prohibit the permitting, construction and/or operation of an outpatient clinic on the site offered. 6. Please note that VA will not pay more than appraised market value for the site. 7. Confirm that ownership currently owns and controls the site. State whether ownership has title to property, is under contract, retains an option to purchase, etc. Offeror and/or firm submitting Expressions of Interest should state its relationship to the site (for example, owner, broker, legal representative, etc.). If Offeror is not the legal owner of the site, please provide documentation from owner that clearly demonstrates authorization to offer the site and compensation received, if any, for your efforts from the owner.
