- NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE MADE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. Department of the Air Force, Air Combat Command, 355th Contracting Squadron, will solicit Multiple Award Construction Contract, at Davis-Monthan AFB, Tucson, AZ. The applicable NAICS code is 236220 with a small business size standard of $33,500,000.00. The work to be performed consists of furnishing all plant, labor, materials, equipment, supplies, and supervision necessary to complete the following projects and the associated numbers: Project #1 FBNV 99-0020P2 Rpr (Sustain) VOQ Phase #2 Project #2 FBNV 10-0017 Rpr (Sustain) VOQ Bldg. 2350 Project #3 FBNV 91-0076C Rpr (Sustain) Desert Dove Chapel Project #4 FBNV 91-0076B Rpr (Renov) Desert Dove Chapel Project #5 FBNV 10-0600A2 Cns HVAC AMU Maint Hanger Phase 2 Project #6 FBNV 10-00600C, Rpr (Sust) Maint. Hanger Project #7 FBNV 09-0030B Rpr (Renov) PMEL Project #8 FBNV 09-0030A Cons (Addition) PMEL Project #9 FBNV 10-0018, Rpr (Sustain) OG HQ, Bldg. 4413 at Davis-Monthan AFB, AZ in accordance with the proposed specifications and drawings (see attachments). IAW FAR 36.204, the project magnitude for this contract is more than $10,000,000.00. This is a Multiple Award Construction Contract where one or more contractor's may receive an award based on Sections L & M in the solicitation. Projects will be packaged as follow's (Project's #1 & #2) (Project's #3 & #4) (Projects #5 & #6) (Project's #7 & #8) (Project #9). Example: In order to receive an award for Project #1 Contractor A will have also had to proposed on Project #2 as the companion project. Subsequently contractor's are not required to bid on all nine (9) projects but must propose on the packages as appropriate to be included in the evaluation process. Using this evaluation criteria multiple awards may be issued to the same contractor based on the Performance Price Tradeoff (PPT) procedures outlined in Section M. The performance period's range from 180 calendar days to 365 calendar days depending on the project. The anticipated Liquidated Damages for this project have been calculated at $267.32 for the first day and $199.69 for each day thereafter. The successful contractor(s) will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price and without conducting discussions. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 17 June 2011 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. 8(a) Certified firms will first be sought by individual group. If a response from two or more qualified firms is received for the category, this requirement will be set aside. Should an insufficient number of responses be received in the category, the requirement will be issued to. Interested (HUBZONE, SDVOSB, and WOMAN-OWNED) Certified concerns should indicate interest to the Contracting Officer, in writing, as early as possible, but no later than 15 June 2011. AS A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: (a) Indicate set-aside you qualify for under the applicable NAICS code (8(a) certified); (b) A positive statement of your intention to bid on this contract as a prime contractor; (c) Evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contacts and current telephone numbers and percent and description of work self-performed; (d) Evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. ALL OF THE ABOVE INFORMATION MUST BE SUBMITTED IN SUFFICIENT DETAIL FOR A DECISION TO BE MADE ON AVAILABILITY OF INTERESTED 8(A) CERTIFIED BUSINESS ENTITIES. THIS PROCUREMENT IS SET ASIDE AS AN 8(a) COMPETITIVE LIMITED TO ARIZONA 8(a) FIRMS WITH A BONA-FIDE ARIZONA OFFICE. IF ADEQUATE INTEREST IS NOT RECEIVED FROM ARIZONA 8(A) CERTIFIED BUSINESSES, THE SOLICITATION WILL BE ISSUED TO OTHER CONCERNS (HUBZONE, SDVOSB, and WOMAN-OWNED) WITHOUT FURTHER NOTICE.
