- Photos Existing Plant Specs This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SOLICITATION #: FA4861-11-R-B013 This combined synopsis/solicitation is issued as a Request For Quotes. A Firm Fixed Price type contract will be awarded. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52, effective 31 May 2011. This combined synopsis/solicitation is being issued unrestricted. NAICS: 333120 CLIN 0001: 1 EA - Portable, continuous, counter-flow drum mix asphalt plant with the capability of producing at least 185 tons per hour IAW attachment # 1 - Asphalt Batch Plant Specifications. Proposal shall be for new equipment only. Refurbished equipment is not acceptable. Asphalt plant will be shipped F.O.B. Destination, which is Nellis AFB, NV. Each proposal shall include detailed drawings and pictures of proposed plant to aid in determination of technical acceptability. CLIN 0002: 1 EA - Purchase of a second identical asphalt plant delivered to and set-up F.O.B. Destination, which is Anderson AFB, Guam IAW attachment # 1 - Asphalt Batch Plant Specifications. CLIN 0003: Trade-In Option - the trade-in of the existing asphalt batch plant located at Nellis AFB. Description of existing plant is detailed in Attachment # 2. Attachment # 3 shows physical condition of plant when assembled. Plant is currently disassembled. Vendors shall only provide pricing for this option if it will result in a cost savings to the government. ATTACHMENTS: 1. Asphalt Batch Plant Specifications (7 pgs.) 2. Description of Existing Asphalt Plant (2 pgs.) 3. Pictures of assembled plant (6 pgs.) CLIN 0001: Delivery Schedule: 120 days ARO; Delivery Location: Nellis AFB, NV 89191 CLIN 0002: Delivery Schedule: 180 days ARO; Delivery Location: Anderson AFB, Guam There will be a site visit on Tuesday 28 Jun 2011 at 08:30 am PST. The site visit will take place at Nellis AFB, Nevada and we'll meet at the visitor center (intersection of Craig Rd and Las Vegas Blvd) 20 minutes prior for the issuance of visitor passes. Attendance is strongly recommended as pertinent information is exchanged during the site visit and minutes will not be posted. Interested offerors shall notify me of intent to attend the site visit and provide any initial questions concerning this requirement no later than 22 Jun 2011 at 2:00 pm PST. Please e-mail martin.gonzales@nellis.af.mil and michael.martel@nellis.af.mil to RSVP for the site visit. FAR 52.212-1 - Instructions to Offerors applies to this acquisition Provision Addendum: a. All quotes shall include the following minimum information: Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule. IAW FAR 52.204-7and DFARS 252.207-7004 Alt A, prospective vendors must be registered in the CCR database prior to contract award. Prospective vendors should visit the CCR website at http://www.ccr.gov/Start.aspx to register. Lack of CCR registration shall be a determining factor for contract award and vendors who are not CCR registered at time of quote submission shall be considered non-responsive and their quote will not be evaluated. b. All quotes shall consist of the following parts: 1. Technical Proposal 2. Demonstration of Capability 3. Demonstration of Technical Responsibility 4. Proposed Plant Drawings/Pictures: Drawings shall be submitted in Adobe Acrobat Reader (.pdf) format. Pictures shall be submitted in.jpeg format 5. Price Proposal c. Original and one (1) paper copy, and one electronic PDF copy (CD-ROM) of the proposal (Parts 1-5) must be completed and returned to the 99th Contracting Squadron, 5865 Swaab Blvd, Nellis AFB, NV, PRIOR to the exact time set for receipt of quotes. The envelope used in submitting your reply must be plainly marked with the solicitation number and title, FA4861-11-R-B013, entitled "Asphalt Batch Plant", and the date and local time set forth for receipt of proposals. Hand carried proposals will not be accepted due to security measures/time constraints. Late proposals will be processed in accordance with FAR 52.212-1(f) "Late submissions, modifications, revisions and withdrawals of offers." d. Quotations shall be submitted to 2Lt Michael Martel at the 99th Contracting Squadron, 5865 Swaab Blvd, Nellis AFB, NV no later than 20 Jul 2011, 3:00 pm PST FAR 52.212-2 - Evaluation - Commercial Items applies to this acquisition. Contract award will be made to the responsive offeror whose offer will result in the best value to the government, with technical acceptability and price being the considerations. This is an "all or none" requirement and will be awarded on one contract. Multiple contracts will not be issued. Vendors who do not quote the entire package requested will be considered non-responsive and their quote will not be evaluated. Provision Addendum: The following factors shall be used to evaluate offers: A. Technical - (acceptable/unacceptable): All offers received will be reviewed/evaluated for: 1. Ability to meet the requirements of the attached specifications 2. Demonstration of capability 3. Demonstration of technical responsibility B. Price - All quotes determined to be technically acceptable will then be ranked according to price. The lowest- priced of the technically acceptable offers will be deemed the successful offer and award will be made to that offeror, subject to a positive responsibility determination. A-1 - TECHNICAL EVALUATION: The Technical area will be evaluated on an acceptable/unacceptable basis. An offer/proposal rated unacceptable will not be considered for award and will not be evaluated further. Technical acceptability is determined on an acceptable/unacceptable basis. Any factor or subfactor determined to be unacceptable results in an overall technically unacceptable rating. The Technical Evaluation Team will rate the technical proposals according to the chart listed: DEFINITION RATING Passes (or meets) minimum standard requirements Acceptable Fails to meet minimum standard requirements Unacceptable (1) Technical Standards: A. Technical Proposal: The standard is met when the offeror clearly demonstrates their proposed asphalt plant complies with all of the requirements in the attached specifications. This section will be graded on an acceptable/unacceptable basis. B. Demonstration of capability: The standard is met when the offeror clearly demonstrates their ability to perform a contract of this size and scope as defined by the attached specifications. Offerors shall provide as part of the quote package a list of contracts of similar size and scope completed within the past three years. Each entry on the list shall contain customer name, a brief description of work completed, dollar value and time of delivery. Failure to provide capability information will result in a determination of not capable, which will result in an unacceptable rating. This section will be graded on an acceptable/unacceptable basis. C. Demonstration of Technical Responsibility: The standard is met when the offeror clearly demonstrates that they are a member of the Association of Equipment Manufacturers (AEM), can provide direct manufacturer support and shall directly issue a manufacturer's limited factory warranty to the Government. This section will be graded on an acceptable/unacceptable basis. B-1 - PRICE EVALUATION: (1) Total Price: A. Asphalt Plant (CLIN 0001-0002): All technically acceptable offerors will be evaluated by price. The lowest priced technically acceptable offer shall represent the best value for this acquisition and award will be made to this offeror. B. Trade-In (CLIN 0003): This CLIN will not be an evaluation factor for award. If the lowest- priced technically acceptable offer includes a credit for the trade-in of the old plant, this option may be accepted. Non-submission of a credit proposal for this option will not reflect negatively on a vendor's overall proposal. FAR 52.212-3 - Offeror Representations and Certifications - Commercial Items: An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision and must submit these paragraphs with their proposal. Lack of submitted Offeror Representation and Certifications shall be a determining factor for contract award and vendors who do not provide the required paragraphs at time of quote submission shall be considered non-responsive and their quote will not be evaluated. FAR 52.212-4 - Terms and Condition - Commercial applies to this acquisition FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition.
