Description

Department of Veterans Affairs, VISN 21 Network Contracting Activity, plans to issue a Request for Proposal for design-build services for design and construction to replace the emergency generator paralleling control system in VA Palo Alto Health Care System Bldg. 103 switchgear room, modify associated transfer switches, and install all local and remote monitoring and control features. The work shall consist of: Upgrade the six generator (5 existing and 1 future) Square D Power Zone III/Spectrum Detroit Diesel emergency paralleling switchgear to a redundant PLC based system utilizing ladder logic with a graphical touch screen interface Digital Paralleling Control System (DPCS). The existing generator, master, ATS control section and distribution section cubicles, generator and distribution section cubicles, generator and distribution circuit breakers, current transformers and busing will remain. The generator control sections, master control section, and ATS control section will be fitted with new front doors and internal panels. Work shall be in accordance with drawings and specifications. This construction project will be set-aside for Service Disabled Veteran-Owned Small Business (SDVOSB). All prospective contractors must be registered on the VetBiz website, www.vetbiz.gov. In accordance with the class deviation to VAAR 804.1102 Vendor Information Pages (VIP) Database effective October 1, 2010, all SDVOSB firms must be verified by the Office of Small and Disadvantaged Business Utilization Center for Veterans Enterprise (CVE) prior to receiving an award under the program. SDVOSB also must be registered in the Central Contractor Registration (CCR) to be eligible to receive an award under the program. The solicitation, specifications and drawings will be posted on www.fedbizopps.gov. There will be a pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. The NAICS Code is 238210 and size standard $14 million applies. Magnitude of construction is between $1,000,000 and $2,000,000. The solicitation will be issued on/about July 11, 2011.
