- MAINTENANCE, INSPECTION AND TESTING OF ELECTRICAL POWER DISTRIBUTION SYSTEM Please note that this is not a request for quotes or proposals; the Government is seeking information for market research purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is currently not available. The Government may or may not issue solicitation documents. This Request for Information is to seek Prospective Contractors with GSA FSS Contracts. Non-GSA contractors are welcome to participate and will only be considered if there are no GSA Contractors meeting the minimum qualification stated below. Department of Veterans Affairs, Greater Los Angeles Healthcare Systems (VAGLAHS) is requesting for information to replace existing switchgear, replace EDISON ESI metering equipment, electrical testing, electrical maintenance at Substation 2 with new switchgear equipment, NEMA 3R. The NEMA 3R automatic switchgear consists of an automatic remote racking system, a remote MIMIC panel to turn off all of the four circuit breakers outside of the arc flash zone area as calculated and verified by EDISON ESI, all EDISON ESI metering equipment and the complete electrical service work in accordance with Southern California code requirements. The MIMIC panel shall provide a robust, effective and secure means of controlling the switchgear breakers. The equipment service installation should meet Los Angeles City seismic requirements. To minimize the electrical outage during installation of the permanent switchgear, the Contractor shall also provide the rental and installation of temporary refurbished switchgear equipment approximately 10 weeks prior to the installation of the permanent switchgear equipment. The temporary rental equipment shall be from the Contractor refurbished equipment inventories, but equivalent to existing electrical switchgear. The Contractor shall conduct quality assurance, control and commissioning testing for all equipment to ensure that all equipment is safe and operational. Contractors shall have technical trainings, and track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution System and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. It is essential the prospective contractor meet the minimum qualifications below: 1.Electricians must be California state certified electricians experienced in testing and maintenance procedures. 2.There must be a foreman/supervisor on the job that can analyze test results and immediately notify GLAHS VA with recommendations. 3.The maintenance company must be able to interact with the utility and the VA to secure a LOTO. 4.State Contractors License C-10. Test equipment must carry a current calibration certification. 5.Testing and maintenance for a minimum of 5 years. a.Experience in analyzing test results and providing recommendations. b.Prof of experience with Cutler-Hammer FP-4000 protective relays 6.NFPA-70B "Standards for Electrical Maintenance" Or NETA "Maintenance & Testing Standards" Location (1) Substation #2 Four (4) circuit breakers Four (4) relays Clean and inspect 4kV switchgear Location (1) Substation #299 Perform electrical testing and maintenance on: Nine (9) circuit breakers Nine (9) relays Clean and inspect 4kV switchgear Perform battery bank maintenance and testing Location (3) Substation #501 and building 500 Perform electrical testing and maintenance on: Fifteen (15) circuit breakers Eighty (80) relays Clean and inspect 4kV switchgear Perform electrical maintenance and testing on Six (6) unit substation switches, dry transformers and circuit breakers Please provide the following information in your response: Company Name: Street Address, City, State, Zip Code: CAGE code: DUNS Number: Point of Contact Name: Point of Contact Phone Number: Point of Contact E-mail Address:
