- The United States Army Corps of Engineers (USACE) Kansas City District intends to issue a Request for Proposal (RFP) for Vegetative Debris Reduction and Disposal Dumpsite Management in Joplin, Missouri on or about June 14, 2011. This solicitation will be issued in support of the Joplin, MO tornado relief effort. This announcement is issued for information and planning purposes only. It does not constitute a solicitation (Request for Proposal (RFP) or Request for Quotation (RFQ)) or a promise to issue a solicitation in the future. This solicitation will be set-aside for Small Businesses. The anticipated requirements are that the contractor will provide specified equipment, operators, and laborers for a government provided site. Requirements include, but are not limited to, dumpsite management, and debris reduction operations. The contractor will provide all labor and materials necessary to fully operate and maintain (including fuel, oil, grease and repairs) all equipment specified in this scope of work. The Contractor shall provide labor and equipment under this contract as specified in the scope of work. The work will include: (a) Constructing an appropriate reduction site; (b)Managing the operation of the reduction site;(c)Performing debris reduction by air curtain incineration, and / or reduction by mechanical means using chippers, grinders, and / or shredders; (d)Segregation of debris; (e)Final debris disposal. The NAICS Code for this effort is 562998, All Other Miscellaneous Waste Management Services; however, for this solicitation contractors with expertise in related NAICS codes will be considered. The period of performance will be approximately 6 months with an estimated program amount of $20 million. The solicitation will be issued as a Request for Proposal (RFP) using the Lowest Price Technically Acceptable Selection approach. A Presidential declaration of an emergency has been issued for the State of Missouri for Newton and Jasper Counties, (FEMA-3212-EM), Amendment No. 02, dated 23 May 2011. As a result of the declaration, the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288) is applicable to Newton and Jasper counties.
