Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government nor is it to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. This notice is an announcement seeking market information on contractors capable of providing the services as described herein. The US Department of Health and Human Services (HHS), Office of the Assistant Secretary for Public Affairs is exploring options for Contractor performance of translation services for federal websites. In support of translating and updating HHS websites for public use, a Contractor would furnish the necessary personnel, material, equipment, services, and facilities to perform the services described below. The objective of this request is to establish whether capabilities exist that provide for real-time translation and presentation of federal content residing on U.S. HHS websites from English to a designated language and the subsequent automated monitoring and updating of the translated content. Goals and Objectives Provision of the latest, up-to-date information regarding the government's health and human services. a. Provide translated content through an automated system which fully documents all content approvals and delivery.b. Ensure content delivery via content caching service c. Establish multiple methods of information delivery, including multiple languagesEnsuring compliance with Office of Management and Budget Federal Guidelines and Standards.d. Ensure the accuracy and quality of all contente. Provide information in other languages as required by Executive Order 13166, "Improving Access to Services for Persons with Limited English Proficiency." Contractor Requirements: Please indicate your experience and ability to do or provide the following. a. Ability to handle and cater to clients with large volumes of content to translate on a weekly basisb. Qualified and certified personnel in the following areas: translation and IT.c. Ability to translate and provide translation in multiple languages: Examples - Spanish, Chinese, Russian, Arabic, Hindi, Creole, etcd. Exceptional customer service and emergency translation response within 24 hours of requeste. Have interpretation services available upon requestf. Provide hosting environment for all multilingual websites asked to translateg. Be able to install, set up, and update as required a dedicated server that meets or exceeds technical requirementsh. Have a Disaster Recovery Plan incorporated into your IT solutioni. Translation of non-HTML pages (ex. PDF, PowerPoint, Excel, Charts/Graphs, flashmaps, photography, images)j. Translation of interactive website applications and/or toolsk. Translation of databases and/or information portall. Translation of multimedia and video elements and files (ex. Video transcript, dubbing, closed captioning, captions, video text and images, Mp3, translation of Public Service Announcements)m. Have a multilingual web marketing services department that can handle usability testing, research requests, metrics analysis, consultant work, and multilingual search optimization.n. Knowledge and compliance with Federal Electronic and Information Technology Accessibility Standards, 36 CFR Part 1194o. Knowledge and compliance with Section 508 of the Rehabilitation Act of 1973, as amended. Be able to provide 508 compliant IT solutionsp. Please also list anything else you feel that is pertinent to mention about your company If your firm has an interest in proposing on the requirements described above, please provide a Capability Statement to Ms. Tamia A. True and Cassandra Sterba (email addresses below) not later than 22 June 2011, 2:00 p.m. EDT via email. The Capability Statement should include general information and technical background describing your firm's experiences in contracts requiring similar efforts to meet the program objectives. Interested parties shall not submit more than 5 single sided, type-written pages using 12-point type or larger. Published literature may be any number of pages.
