Description
This is the official solicitation synopsis for the Multiple Award Construction Contract (MACC) which will be a design/bid/build or bid/build MACC. This will be a multiple award, firm-fixed price, indefinite delivery, indefinite quantity (IDIQ) contract. Work is to be performed in the general construct category to include maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, paving, earthwork and waterfront work in both family housing and industrial/office buildings. Work may potential involve new construction of buildings or facilities to include some or all of the above elements of work. The North American Industry Classification System (NAICS) codes: Section 23 Construction, Subsector 236 Construction of Buildings, Size Standard #33.5M; Subsector 237 Heavy and Civil Engineering Construction, Size Standard $33.5M (except Land Subdivision, $7M and Dredging and Surface Cleanup Activities, $20M; and Subsector 238 Specialty Trade Contractors, Size Standard $14M. Scope includes work at Joint Base Langley AFB/Ft Eustis AR (JBLE) Hampton/Newport News, and any Federal installation in the Hampton Roads area of Virginia. The magnitude of the contract will be between $2,000. to $250 Million. The magnitude of the individual task order will be from $2,000. to $15 Million. Period of Performance and Magnitude: The maximum programmed amount (price of all task order issued to MACC Awardees) is $250 Million. The period of performance is for a twelve (12) month base period and four twelve (12) month option periods. Individual task orders are estimated to be between $2,000 and $15 Million and will vary in size and complexity. All work shall be in strict compliance with the specification of the contract and specification of the contract and specifications and drawings for each task order. The government intends to award up to six indefinite delivery indefinite quantity contracts with a one year base period and four one-year option periods. This is being solicited as a Small Business set aside. The successful offerors will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government after determining the technical acceptability of offers. It is anticipated the solicitation will be issued electronically on or about 28 June 2011, on the Federal Business Opportunities (FBO) web page. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf) and WinZip (.zip or.exe). The government intends to hold a site visit for the proposal demonstration project on or about 12 July 2011. The exact date and time will be identified in the solicitation. Anyone interested in attending the site visit must email your full name, and date of birth to delores.powell@langley.af.mil in order to be placed on the Entry Authorization list not later than 1400 of the day before the site visit. NOTE: All prospective contractor must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Registration requires applicants to have a DUNS number form Dun and Bradstreet. Registration may take up to three week to process. Recommend registering immediately in order to be eligible for award. Effective 01 January 2005 the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. All prospective contractors submitting an offer in response to the subject solicitation must go to http://www.bpn.gov/ to add or update ORCA records.
