Description
Travis AFB is seeking to acquire Barriers and CATSCLAW Tire Shredders at Travis AFB, CA. Period of performance is a base period of 01 October 2011 through 30 September, 2012, with four one-year Option periods. This is a 100% set-aside for small businesses solicitation under the NAICS code 561621 and the related Small Business Standard Size of $12.5 million dollars. Vendors must be actively registered with the Central Contractor Registration (CCR) at http://www.ccr.gov, Wide Area Work Flow (WAWF) at http://wawf.eb.mil, and at Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. The solicitation package will be posted on the Federal Business Opportunities web site, on or about 27 June 2011. The closing date and time for submission of offerors will be at 3:00 pm on or about 27 July 2011; specific date will be stated in the solicitation package. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will NOT be honored. Potential offerors are responsible for monitoring the federal business opportunities site for the release of the solicitation package, and any other pertinent information and for downloading their own copy of the solicitation package. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. The ombudsman has no authority to render a decision that binds the agency.
