- REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997): (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation, (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of researching focal plane array (FPA) technologies that can be used to meet the sensing capabilities and form factor for LOBL missile seekers and command guidance applications. Pursuant to FAR 15.201, this notice is being issued as a Research and Development Request for Information (RFI) Sought. The U.S. Army Research, Development and Engineering Command (RDECOM), Aviation and Missile Research, Development, and Engineering Center (AMRDEC), Weapons Development and Integration Directorate, Redstone Arsenal, AL., on behalf of the U.S. Army, desires to obtain US domestic sources of information to serve as a market survey to aid in programmatic planning on uncooled infrared (UCIR) imaging camera cores for lock-on before launch (LOBL) missile and command-guided applications solution. Information received will be used to refine ongoing performance and cost assessments associated with these applications. The Government does not presently intend to award a contract, but desires information on uncooled camera cores with supporting camera core electronics to produce digital imagery. AMRDEC would like to leverage existing programs to take advantage of lower costs from higher yields; therefore, all information supplied in a response to this RFI should represent current production capabilities. It is also desired that these production capabilities represent a product that will not become obsolete before GFY 2035. This effort will afford the Army the capability for employing smaller, lighter, and cheaper imaging infrared missile seekers and command guidance weapons. After RFI release, there will be a period for question submittal. All questions must be submitted in writing (e-mail) and reference the RFI number no later than 3:00 CST on 5 July 2011 to the contractual point of contact David Oldham at david.j.oldham@us.army.mil; telephone requests for additional information will not be honored. The Government requests that the respondents deliver five hard copies and one electronic soft copy on CD or DVD to Mr. Sam Wood in Microsoft Word or PDF format within 28 days of RFI release, or No Later Than (NLT) 12 July 2011. All information submitted shall be adequately safeguarded from unauthorized disclosure in accordance with FAR Part 15.207. The Government reserves the right to request further clarification or request presentations to enhance the Governments understanding of the respondent's submittal. White papers that fail to comply with the above instructions or present ideas that are not pertinent to the subject may not be reviewed. This is a request for information purposes only. This notice does not constitute a commitment by the U.S. Army to procure products or services. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. No award is intended as a result of the RFI.
