- The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled, McNary Top Spillway Weir (TSW) Painting. The TSWs are located at McNary Project in Umatilla, Oregon. This will be a firm-fixed-price construction contract. Construction magnitude is between $100,000 and $250,000. 100% Performance and payment bonds will be required. The period of performance is expected to be less than one month. The North American Industry Classification System (NAICS) code for this project is 238320 and the associated small business size standard is $14,000,000.00. This sources sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Only those firms responding to this announcement by submitting the following information will be used in determining whether to set aside this requirement. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1) Your intent to submit a proposal for this project when it is formally advertised. (2) Name of firm with address, phone, e-mail and point of contact. (3) CAGE Code, DUNS number, and Employment/Tax Identification Number (EIN/TIN). (4) A statement of your firm's business size and type, such as: Large Business, Small Business, Woman Owned Small Business, HUBZone Small Business, Service Disabled Veteran Owned Small Business, 8(a), small business. (5) A statement of your firm's bonding capacity. (6) Statement of Capability (SOC) demonstrating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence for up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than three (3) pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. Your response to this notice must be received in writing, on or before 2:00PM (local time) on June 28, 2011. Scope of work is as follows: This work consists of coating two Top Spillway Weir (TSW) structures with vinyl paint. Each TSW weighs approximately 70,000 lbs and measures approximately 10 feet tall by 7 feet deep by 50 feet long. The TSW structure consists of an upstream skin plate face with open support framing downstream. The TSWs are to be painted off-site at the contractor's facility. TSW handling at the McNary project site will be done by Corps of Engineers personnel. Approximate work window: work must be completed by March 1, 2012.
