Description
NASAs Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal, ona sole source basis in accordance with 10 U.S.C 2304 (c) (1), Only One ResponsibleSource, to the Smithsonian Astrophysical Observatory (SAO). The Contractor currentlyprovides the development and implementation of joint programs in laser ranging and otherspace geodesy techniques. This effort provides for senior system engineering supporttogether with international technical liaison and leadership services for the NASASatellite Laser Ranging (SLR) Program. These services are current provided under NASAContract NNG07DA00C. This procurement is for the acquisition of services to support system engineeringtogether with international liaison and leadership services for the development andimplementation of joint programs in satellite laser ranging and other space geodesytechniques. NASAs Space Geodesy Program relies on SLR as one of its fundamentaltechniques for measurement and understanding of plate tectonics, regional crustaldeformation, Earth rotation and orientation, the spatial and temporal details of thegravity field, global climate, and in the measurement of fundamental physical constants. SLR also provides the high accuracy, global tracking coverage required for the fullestinterpretation of satellite altimetry data for monitoring ocean dynamics and circulationthrough the details of ocean surface topography. SLR currently supports JASON, theGravity Recovery and Climate Experiment, and the European Remote Sensing Satellite-2,among others. The SLR program supports these missions by generating orbit predictionsand collecting tracking data. The tracking data is used for these satellites preciseorbit determination that enables sensor calibration and gravity studies to be performed. Services shall consist of maintaining contact with key scientists, Government officials, and institutions in countries that are or will be involved in SLR activities, as well askeep abreast of current technical and operational status, plans for upgrading anddeploying new systems, and report on the information obtained. The Contractor will alsooversee the activities of the International Laser Ranging Service (ILRS) Central Bureau, including the daily operations and implementation of procedures, and coordination andmanagement of ILRS activities. As a member of the Global Geodetic Observing System(GGOS), the Contractor shall develop and coordinate an integrated global geodeticnetwork; implement compatible standards, models, and parameters to provide theinfrastructural basis for global change research. The Contractor shall also providetechnical and management assistance as required by overseas groups in developing andimplementing space geodetic measurement programs. The Contractor shall support NASAsSpace Geodesy Project SLR system engineering and performance activities, provide planningsupport, technical expertise, and management guidance to the science to support thedevelopment of an intelligent integrated information system for space geodesy and relatedapplications.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 30, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed as follows:GSFC OmbudsmanOffice of the DirectorAssociate DirectorNancy A.
