- V A Pittsburgh Healthcare System is seeking professional design services from an architect-engineering (A/E) firm to develop preliminary drawings, working drawings, and specifications to present a building design that will prevent water infiltration, create energy efficiency, and restore the façade of Building 1 at the UD Division of VAPHS, University Drive C, Pittsburgh, PA 15240. This work includes but is not limited to mechanical, electrical, plumbing, structural and architectural. The project will restore the façade of Building 1 to prevent risk of environmental health issues caused by water infiltration and unsafe building deficiencies. It will also serve to increase the energy efficiency of the building. Where physical evidence indicates failure or deficiencies, the AE is to open up the wall sections to determine the cause and develop solutions for improvements. In addition, the project involves architectural and engineering services required to increase energy efficiency and determine the cause of building façade deficiencies and design required solutions, including but not limited to the following: Inspect rusted and deteriorated shelf angles and their flashing and make note of deficiencies Inspect cracked masonry veneer and make note of deficiencies Inspect steel components that have been rusted and deteriorated and make note of deficiencies Inspect sealant at doors, windows, louvers, control joints, translucent panels, coping joints, lintels, and shelf angles and make note of deficiencies Inspect quantity and placement of weeps in at shelf angles, lintels, and through-wall flashing and make note of deficiencies Inspect penetrations in veneer masonry that are not filled according to code and make note of deficiencies Devise design to replace glass units with energy reflective efficient windows (i.e. windows that have earned the ENERGY STAR and meet the ENERGY STAR specifications for energy efficiency in the Northern climate zone) and window gaskets Inspect roof flashing height and make recommendations for improvement to comply with code Inspect rusted and deteriorated doors and make recommendations for improvement Inspect plywood covers w/ sheet metal siding on 11th fl. and make note of deficiencies Inspect hand railing systems and develop solutions to comply with all applicable codes Inspect through-wall flashing and develop solutions to comply with all applicable codes Inspect paint of exposed portions lintels, shelf angles, roof access ladders, doors, and screens and make note of deficiencies Inspect trim on windows and make note of deficiencies Evaluate and develop design modifications for energy efficiency. This shall include cost benefit analysis with detailed costs and associated energy savings breakdown in order to justify recommendations. AE to identify opportunities using the various means available to achieve energy consumption reductions and cost savings that will accrue to reduce medical care's energy consumption. AE shall perform an investigative study that addresses items in report as well as develop a deficiency report based on AE site investigation. AE to include items addressed in this scope investigation and from VA/AE walk through. AE to perform destruction site investigation to determine source of deficiencies. All investigation must be coordinated and approved by COTR prior to commencement. Field verification of building deficiencies Develop a written report for all deficiencies noted on survey and indicate recommended solutions for VA to review and approve prior to commencement of schematics Provide safety plan for asbestos abatement and removing lead based paint Develop Phasing requirements to minimize impact and keep Medical Center operational Develop bid alternatives to meet minimum requirements of scope of work and work within budget limitations A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.cfm.va.gov/TIL/ A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and PG18-9 Space Planning Criteria, and PG-18-12 Design Guides. A/E shall: Make site visits as required to determine existing as-built conditions affecting this project Field verify every aspect that relates to the project (including verifying all dimensions) Comply with all ICRA requirements/regulations Arrange for and oversee the performance of topographic surveys, test borings, test pits, soil tests, subsurface exploration and other such investigations Be proficient in the use of AutoCAD 2007 and have access to Microsoft Word 2000 This requisition is 100% set aside for SDVOSB; the construction estimate is between $5,000,000 and $10,000,000; the NAICS code is 541330; and the small business size standard is $4,500,000. Interested firms shall submit three (3) copies of current SF 330 (available at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF) to the attention of: Bill Matelan VA Pittsburgh Healthcare System 1010 Delafield Road, 90C-A Pittsburgh, PA 15215 All documents submitted must be printed "double-sided" as per FAR 52.204-4(b): "In accordance with Section 101 of Executive Order 13101 of September 14, 1998, Greening the Government through Waste Prevention, Recycling, and Federal Acquisition, the Contractor is encouraged to submit paper documents, such as offers, letters, or reports, that are printed or copied double-sided on recycled paper that meet minimum content standards specified in Section 505 of Executive Order 13101, when not using electronic commerce methods to submit information or data to the Government. " The outer envelope must clearly identify the Solicitation Number (VA-244-11-RP-0311) and the project name (FACADE RENO). Hand -delivered information packages will be accepted in addition to those sent by US Mail or an independent delivery service. Phone inquiries, faxes, and electronic submissions will not be accepted. In addition to the SF-330's, please include a cover sheet containing the following information: NAME, ADDRESS, POINT OF CONTACT, AND EMAIL OF COMPANY NUMBER OF COMPLETED AND/OR CURRENT VA PROJECTS SOCIO-ECONOMIC STATUS OF AND DUNS NUMBERS FOR CONTRACTOR AND ALL PROPOSED CONSULTANTS The deadline for receipt of SF-330's by the Contracting Officer is July 14, 2011 at 4:00 PM (Eastern). Selection criteria shall be in accordance with FAR 36.602-1 and VAAR 836.602. Potential vendors are bound by the clauses contained in FAR part 4.11 and 4.12 (CCR and ORCA registration, et al.) ALL CONTRACTORS' CCR REGISTRATIONS MUST BE CURRENT AND REMAIN CURRENT FOR THE DURATION OF THE CONTRACT. This is not a request for proposal and further information is not available at this time. The Government is under no obligation to award a contract as a result of this announcement.
