- Description
- The Federal Railroad Administration (FRA) intends to award a single Firm-Fixed-Price contract for Engineering Services to conduct a series of tests on small scale packages to understand the behavior of the package in a pool fire environment without a pressure relief device. The primary reason for total containment is to eliminate the use of pressure relief devices on tank cars carrying low pressure hazardous materials such as sodium hydroxide solution, to avoid releases from rupture discs and ultimately reduce NAR's (Non-Accident Releases). This requirement falls under NAICS code 541330 "Engineering Services''. The period of performance for this anticipated contract will be twenty four months (24) from the date of award. Five (5) tasks are anticipated with additional tasks to be completed upon technical direction from the FRA. The FRA intends to issue solicitation no later than July 2011. This acquisition is being conducted in accordance with FAR Part 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR Part 5.203(a) and (b). The FRA intends to post the solicitation for this requirement by July 5, 2011 on FedBizOps.
