Description
The U.S. Army Human Resources Command (HRC), The Adjutant General Directorate (TAGD), Casualty and Mortuary Affairs Operation Center (CMAOC), has a requirement for non-personal services to provide all labor, tools, personnel, and management necessary for the development, maintenance, updating, and/or revision of CMAOC multimedia training products. The multimedia training products will assist in providing the specialized knowledge and training required for various CMAOC functions. Supplies and services will include the following: a.Developing new multimedia training products b.Providing ongoing maintenance, editing, and enrichment of online training modules c.Creating, developing, and producing new video scenarios and interviews d.Improving functionality of online training products e.Responding to legislative changes impacting training products f.Retrofitting existing online training products to comply with Section 508 requirements as required by law g.Creating and/or updating and mass producing multimedia guides HRC intends to award this requirement noncompetitively IAW FAR 6.302-1 to Science Application International Corportation (SAIC) as a one-year sole source bridge contract. The aforementioned services must be performed by SAIC because SAIC is the only contractor prepared and readily available to provide uninterrupted multimedia services in the one year time frame needed to plan and execute a new competitive solicitation. Per MICC Center - Fort Knox, it will take one year for them to properly solicit and award a new long-term contract for multimedia requirements. The multimedia requirements require a unique skill-set and specialized experience because the material is extremely sensitive in nature due to CMAOC's mission which includes Casualty Notification, Casualty Assistance, Escorts, and Chaplain Duties. SAIC understands the issues and sensitive nature of the Casualty Assistance program and its processes and is the only contractor who can perform without a significant learning curve and training time required, which can be expected to take several months. Other interested firms having the ability to furnish these services shall submit a capabilities statement to the Contract Specialist demonstrating the capability to provide the required services no later than the closing date of this announcement. This notice of intent is not a Request for Competitive Proposals and serves as informational purposes only. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
