Description
This announcement has three DRAFT SCREENING INFORMATION REQUESTS (SIR) attached covering the Federal Aviation Administration's (FAA) requirements for the National Security Officer Program. The FAA is not seeking or accepting proposals (solicited or unsolicited) at this time. The FAA Air Traffic Facility Security Risk Management office has a requirement for security officer services throughout the continental United States, Alaska, Hawaii and U.S. Territories. These services are being procured in order to provide physical security safeguards for FAA employees, facilities, and United States Government property and assets from loss, theft, damage, unauthorized use, criminal acts, espionage, sabotage and terrorism. The FAA intends to issue a separate SIR for each Air Traffic Organization (ATO) Service Area (SA): Eastern Service Area (ESA), Central Service Area (CSA) and Western Service Area (WSA). It is intended that these solicitations will be considered for award based on the tiered evaluation method discussed below. Based on market analysis, there are a significant number of small businesses capable of covering the requirements nationwide. The FAA has a non-binding goal of awarding at least two of the three SA awards to small businesses, with the possibility of all three SA awards being made to small businesses. The principle North American Industry Classification System (NAICS) code anticipated to apply to this effort is 561612 Security Guard and Patrol Services with the size standard of $17 Million. In order to provide opportunities for small businesses and to ensure that FAA requirements are met, the acquisition strategy for this procurement is anticipated to use a tiered evaluation of offerors with the following tiers: I.8(a) CompaniesII.SDVOSBIII.Small BusinessesIV.Large Businesses Where:(1) Tiered evaluation of offers is a process by which FAA promotes small business participation while providing FAA a means to continue the procurement if small business participation is insufficient. (2) The FAA may use tiered evaluation of offers to promote competition in each tier of small business concerns while still allowing other than small business to participate without issuing another SIR. (3) The FAA will consider the tiers of small business concerns prior to evaluating offers from other than small business concerns. All business classifications will be encouraged to submit offers for these SIRs. It is intended that the FAA will proceed with the evaluation of offerors and award within the lowest tier found to contain adequate competition among technically acceptable offers. It is intended that an offeror be considered as a prime contractor for only one SA award but have the ability to pursue subcontracting opportunities on other service area awards without restriction. The three SA contracts under this acquisition are intended to be Firm Fixed Price Indefinite Delivery Indefinite Quantity (FFP IDIQ) with one Time and Material (T&M) Contract Line Item (CLIN) and a period of performance of one base year and four one year options anticipated to begin on April 01, 2012. PURPOSE:The Purpose of this public announcement is to request comments on the attached draft SIRs, and the acquisition strategy for this requirement. Additionally, the FAA desires to inform industry of the below bidder's information session. The FAA will host its annual National Small Business Procurement Opportunities Training Conference and Trade Show on July 18, 2011 - July 21, 2011, in Atlantic City, NJ.
