Description
This announcement modifies a previous pre-solicitation notice to inform prospective bidders that Solicitation Number P11PS11188 Asphalt Concrete Debris (rubble) Removal and Disposal has been issued and made available to the public online at Federal Business Opportunities (FBO) web site http://www.fbo.gov. The complete solicitation package can be accessed from the FBO web site by clicking on the appropriate link to the far right of the notice or directly from the IDEAS-EC web site. The National Park Service "Gulf Islands National Seashore" will accept Electronic Bids via the Interior Department Electronic Acquisition System (IDEAS) Electronic Commerce (EC) web site http://ideasec.nbc.gov. All bids, timely received, from eligible "Service-Disabled Veteran-Owned Small Business" sources, will be considered. In order to submit an electronic bid, the prospective bidder must first be registered in Central Contractors Registry (CCR) and then login the IDEAS-EC using DUNS and MPIN. Prospective bidders shall ignore all previous notices as it pertains to a change in the solicitation numbering schema. The technical difficulty has since been resolved, which has allowed issuance of the original solicitation number referenced above. Solicitation Amendment 0001 will be release later today to make various pen & ink revisions to the SF 1449 "Solicitation/Contract/Order for Commercial Items" form, as well as to incorporate by Attachment "Project Maps" (14-sheets) to further delinate the 100 acres, as indicated by red lines and shaded areas known to contain asphalt concrete debris. Contract Award will be made to that responsive, responsible bidder with the lowest aggregate bid total. Failure on the part of the bidder to enter a bid for each line item may make the offer ineligible for award. Any prospective bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing (email is preferred) soon enough to allow a reply to reach all prospective bidders before the submission of their bids. Oral explanations or instructions given before the award of a contract will not be binding. Any information given a prospective bidder concerning a solicitation will be furnished promptly to all other prospective bidders as an amendment to the solicitation, if that information is necessary in submitting bids or if the lack of it would be prejudicial to other prospective bidders.
