Description
The U.S. Army Chemical Materials Agency (CMA) is conducting a market survey to identify potential 8(a) and/or Service-Disabled Veteran-Owned Small Business concerns capable of providing support for the Center for Treaty Implementation and Compliance in the accomplishment of its mission. Interested parties should have the following capabilities: 1. Familiarity with Department of Defense (DoD) Arms Control policy organizations and Defense Threat Reduction Agency (DTRA) On-Site Chemical Organization, service compliance organizations, and Army implementation and compliance organizations. 2. Knowledge of the Chemical Weapons Convention (CWC) and the CWC DoD Planning Guidance as well as experience and expertise in developing CWC implementation and compliance plans. 3. Have one person available to deploy to CWC declared site to support routine (systematic) inspection with 24 hours notice 12 times per year. Have 12 experienced personnel fully trained in Army challenge response methods ready to deploy to CONUS or OCONUS site with Army equities with 24 hour notice. Ability to support, within a 12 month period, an increase to 16 experienced personnel fully trained in Army challenge response methods ready to deploy to CONUS or OCONUS site with Army equities with 24 hour notice. Record, track actions, and prepare summary report upon completion. 4. Document issues based on observing discussions, meetings, or inspections, provide meeting minutes, prepare briefings, and prepare revised guidance for government review. 5. Provide staff versed in training (in addition to personnel mentioned in paragraph 3) and exercise design/conduct/evaluation suitable for CWC challenge, e.g. National Incident Management System. 6. Maintain, transport, set-up, use and upgrade equipment used to support 20-25 person augmentation of installation operations center to include 4 computers, portable plotter, printer, stand-alone network in response to challenge inspection of an Army installation or other service installation with Army equities. This announcement is not an Invitation For Bids (IFB), a Request For Quote (RFQ), or a Request for Proposal (RFP) and should not be construed as a commitment of any kind by the Government to issue a formal Solicitation or ultimately award a contract. Any costs incurred by interested parties who respond to this announcement will not be reimbursed by the Government.
