- The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), in Washington DC, intends to award a Purchase Order to Aprovecho Research Center, Aprovecho Institute, of Cottage Grove, OR, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this follow-on purchase order is to allow Aprovecho to complete the scheduled training and field study in Bangladesh and the final report comparing the results of the three project sites for peer reviewed publication.The North American Industry Classification System (NAICS) code for this procurement is 541990. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that Aprovecho Research Center is uniquely qualified to satisfy the Government?s requirement, based on the following reasoning: 1)This project is three quarters complete. Three project sites have been competitively solicited, evaluated and selected -- Rwanda, Laos and Bangladesh. Two of the three trainings (in Rwanda and Laos) have been completed. In careful and on-going consultation with the contractor and local field staff, taking into account field conditions and staff availability, the third and final training is scheduled for June/July 2011 in Bangladesh. The stoves from Rwanda and Laos have been shipped, delivered and tested in the Aprovecho laboratory. 2)EPA has already invested 75% of the funds in the contract, to develop the training materials, select the project sites, complete two of the three workshops, field studies and lab tests, and prepare two of the project reports. A new contractor would need to start over to prepare training materials, train field staff, solicit study sites, purchase testing equipment, and design and implement field and laboratory studies to assess the performance of cook stoves for publication. This would require substantial time and cost to EPA. 3)Aprovecho has the intrinsic knowledge, as well as the equipment and data from the first two field sites, to complete this study, compile and analyze the data from the three study sites, and submit the results for publication in a peer reviewed journal. They will be able to complete the remaining tasks in the original scope of work over the next five months. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and submitted to Benita Jackson, Contracting Officer, to Jackson.benita@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
