Description
The U.S. Department of Transportation, Federal Railroad Administration (FRA) is conducting a sources sought process under the High-Speed Intercity Passenger Rail Program to develop a Passenger Rail Corridor Investment Plan (PRCIP), which includes related National Environmental Policy Act (NEPA) compliance actions for improved service in the Northeast Corridor (NEC). The NEC PRCIP is to provide sufficient information to support an FRA decision to fund and implement a major investment for higher-speed passenger services. The Investment Plan is comprised of two components: (i) a Service Development Plan (SDP) that articulates the overall scope and approach for a proposed service; and (ii) Tier 1 (Service) NEPA process compliance and documentation. The NEC currently runs from Boston, MA in the north and Washington, D.C. in the south. However, the overall scope of this effort as it applies to the NEC is to ensure that planning considers the interrelationships of a broader regional rail system within the larger transportation network. Integration of planned and potential projects throughout the Northeast mega region should be considered in the development of the PRCIP. Technical work will encompass a wide range of services. Some of the services required include preparation of ridership forecasts, train operations analysis, cost and revenue estimates, preliminary design, conceptual engineering and environmental impacts analysis and stakeholder coordination. The desired timeframe to complete this work is approximately three years with two (2) one-year options at the discretion of the government. The FRA is seeking sources that would be able to provide the described services. Thus, information provided in the response to this Sources Sought Notice should be detailed in regards to the responder's ability to provide the services described in this notice. All the information provided by a prospective Offeror should be conveyed in no more than ten (10) pages. Each response must reference the sources sought title. All sources should cite their particular large or small business classification (including any applicable disadvantaged category). Prospective Offerors are advised that they must be registered in the Federal Contractor Central Registration (CCR) system and the associated Online Representations and Certifications Application (ORCA). In order to register in both systems, the Offeror must have a Data Universal Numbering System (DUNS) number which may be obtained via: http://www.dnb.com. Prospective Offerors interested in this announcement must submit the information requested above electronically via email to: NECHISPRInvestPlan@dot.gov within two weeks of publication. All Data received in response to this announcement marked or designated as corporate or proprietary information will be protected from release outside the Government in accordance with the Freedom of Information Act and Privacy Act provisions. Availability of any formal solicitation will be announced separately. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition will be a type of set-aside or full and open competition. The Government is not obligate to and will not pay for any information received from potential sources in response to this Special Notice. This notice does not constitute a solicitation for bids and proposals, and is not to be construed as a commitment by the Government.
