Description
The NASA Johnson Space Center (JSC) is planning a follow-on competition to thecontract requirements for the current Engineering and Science Contract (ESC, NNJ05HI05C),which ends January 31, 2013. The primary scope of ESC is engineering and scientificproducts and technical services related to human operations in space. Activities includeengineering, analysis, and test services and laboratory/facility operation andmaintenance for the JSC Engineering Directorate. The primary customers of the JSCEngineering Directorate are the International Space Station (ISS) Program, theAstromaterials Research and Exploration Science (ARES) Directorate, various otherPrograms throughout NASA, and a few non-NASA organizations. The contract also providesscientific products and services to the ARES Directorate in the development andoperations of state-of-the-art laboratories; conduction of planetary materials, imagery,and processes research; orbital debris research and tracking; earth sciences research;and dissemination of data to the scientific and academic communities. The programmatic emphasis of NASA JSC and the JSC Engineering Directorate will includeongoing flight and operations support to the ISS Program, and increased emphasis onfuture human space flight and space exploration capabilities and enabling technologiessuch as the Multi-Purpose Crew Vehicle and rapid-prototyping of systems, and operationalconcepts.The NAICS Code and Size Standard in million of dollars for the current contract are541330 and $4M respectively. The current contract is a Cost-Plus-Award-Fee (CPAF) hybrid,consisting of Baseline (BL) contract scope, indefinite delivery, indefinite quantity(IDIQ), and Level of Effort (LOE).The intent of this synopsis is twofold. One purpose is a Request for Information (RFI) tosolicit comments from industry regarding acquisition strategies. A second purpose is torequest capability statements from qualified small businesses. Industry is invited toreview Attachment 1, Request for Information on Potential Procurement Approach, andAttachment 2, Small Business Sources Sought Request, and provide feedback on the specificareas requested in the Attachments, as applicable.The current ESC Statement of Work (SOW) and other pertinent documents are located at theprocurement website: http://procurement.jsc.nasa.gov/jets/. These documents are forinformation and planning purposes only and to allow industry the opportunity to comment,as well as promote competition. The information received will not be released in itssubmitted form, but may be used in developing the best approach for any follow-oncontract strategy and therefore may be recognizable. Please do not submit proprietaryinformation.The Government intends to release the names, addresses, and points of contact of allrespondents unless specifically requested not to do so by the respondent. All questionsshould be directed to the point of contact identified below.In accordance with FAR 15.201(e), responses to this notice are not offers and cannot beaccepted by the Government to form a binding contract. The Government is under noobligation to issue a solicitation or to award any contract on the basis of this RFI. TheGovernment will not pay for any information solicited. No evaluation letters and/orresults will be issued to the respondents. You are requested to provide electronicresponses via e-mail to the Contracting Officer listed at the end of this synopsis. Yourresponse is required by 4:00 p.m. local time on July 05, 2011. No solicitation exists;therefore, do not request a copy of the solicitation. If a solicitation is released itwill be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is thepotential offerors responsibility to monitor these sites for the release of anysolicitation or synopsis. The Government intends to review the responses submitted byIndustry. This data will not be shared outside the Government. The Government may usethis data to refine requirements.
