- This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; veteran owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code of the proposed acquisition. Your response in the form of a Capability Statement tailored to the purpose/objective and project requirements as identified in this notice, will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should NOT submit a response to this notice. BACKGROUND The Agency for Healthcare Research and Quality (AHRQ) provides national leadership and administration of a program which enhances the quality, appropriateness, and effectiveness of health care services. AHRQ accomplishes this mission through the establishment of a broad base of scientific research and through the promotion of improvements in clinical practice and in the organization, financing, and delivery of health care services. Within AHRQ, the Center for Primary Care, Prevention and Clinical Partnership (CP3), has primary responsibility for promoting research targeted to improve the quality, efficiency and effectiveness of primary health care services. CP3 is the home of AHRQ's Prevention and Care Management Portfolio. This portfolio fulfills AHRQ's Congressional mandate to provide scientific, technical, administrative, and dissemination support of the U.S. Preventive Services Task Force (USPST or Task Force), an independent panel of experts that makes evidence-based recommendations on clinical preventive services for primary care clinicians. All the Center's efforts are aimed at improving accessibility to primary care services as well as assuring that the care is patient-centered, team-based, coordinated, and of high quality and safe. CP3 accomplishes its mission through awarding research grants and contracts and through collaborative efforts with private and Federal partners. PURPOSE AND OBJECTIVES: The purpose of the proposed acquisition is to manage the AHRQ primary care resident rotation program which offers residency rotations for preventive medicine, family practice, obstetrics and gynecology, and pediatric physicians-in-training, as well as for allied health professionals with advanced public health degrees (e.g., nurse practitioners or physician assistants). The clinical rotation at AHRQ gives residents an in-depth experience in the process of developing evidence-based recommendations. Residents work closely with AHRQ staff on a variety of activities, including: conducting literature reviews; researching information on epidemiology and burden of preventable conditions; reviewing and editing evidence-based reviews of clinical preventive services; reviewing and summarizing and editing evidence-based reviews of clinical preventive services; reviewing and summarizing and editing evidence-based reviews of clinical preventative services; reviewing and summarizing external comments on draft USPSTF recommendations; researching the position of other organizations on relevant clinical preventive services topics; reviewing and editing USPSTF recommendations and rationale statements; and the development of implementation materials for clinical recommendations aimed at patients, clinician, health plans, employers and policy makers. Residents also have the opportunity to participate in a variety of AHRQ meetings, conferences and seminars, including USPSTF meetings, as well as didactic teaching and journal club sessions focusing on current issues in clinical preventive medicine and evidence-based research. Rotational opportunities are offered by AHRQ on an annual basis to align with the academic calendar (e.g., July 1, 2012 through June 30, 2013). The proposed acquisition is for a single year with the option to extend annually for up to four additional years. AHRQ may choose to host any combination of number of residents in varying numbers of months in rotation, for up to a total of 12 months (for example: 4 residents in 3-month rotations or 6 residents in 2 month rotations, no individual rotation will be shorter than 2 month's duration. PROJECT REQUIREMENTS: A key role of the Contractor is to conceptualize and execute -- with AHRQ approval-- widespread advertising and promotion of the rotational opportunities offered by AHRQ to primary care residency programs (including preventive medicine, family practice, obstetrics and gynecology, and pediatrics) and the residents themselves, in order to maximize awareness and participation. The use of multiple forms of media is favored for this approach. The Contractor will be required to provide AHRQ with a detailed marketing and promotion plan describing how it will engage and recruit primary care resident applications for approval. The contractor will also coordinate and facilitate the resident application process, by serving as the central administrator for resident applicant submissions. The Contractor will serve as the first point of contact for any questions about the application process and the AHRQ primary care rotation. The Contractor shall be responsible for answering resident's logistical questions regarding the application process and will facilitate resident's communications with AHRQ as needed regarding questions about the substance of the rotational experience. The Contractor will ensure that residents can successfully submit applications for the program and that received applications are complete. The Contractor will forward all applications to AHRQ who will be responsible for the review and selection of residents for rotation slots. The Contractor will execute the acceptance/rejection notification process with individual residents and residency programs. The Contractor shall notify residents of the selection and the proposed dates for the rotation. The Contractor shall also notify applicants that were not selected for a rotation. The Contractor will facilitate -- with approval from AHRQ-- any alterations to the rotation schedule requested by residents. The Contractor will serve as the primary facilitator between AHRQ, accepted residents, and their institutions. The Contractor will provide and process payments for resident stipends and a residency program administrative fee, as well as resident travel reimbursements, when required. Stipends may be paid directly to the residency program. The Contractor will also facilitate completed rotation evaluations and other documents and paperwork as required by the resident's academic institutions. MINIMUM REQUIREMENTS: The Contractor should have established relationships with preventive medicine, family practices, obstetrics and gynecology, and pediatric residency programs across the nation, or the ability to implement a clearly defined plan by which the Contractor could be expected to rapidly (i.e., within 6 months) develop such relationships with residency programs, in order to ensure broad dissemination and uptake of the opportunity by residents. The Contractor should have demonstrated experience in personnel recruitment activities, including experience in coordinating and facilitating a centralized, on-line application process, as well as the acceptance/rejection notification process. The Contractor should be able to demonstrate experience in customer service, in terms of timely, helpful assistance and responses to customer queries. The Contractor should have the capacity to independently carry out financial transactions with individuals and educational institutions (such as electronic transfers, deposits, or withdrawals), or a clearly defined plan by which the Contractor can rapidly acquire such a capacity. The Contractor should also have a general knowledge of government travel regulations. The Contractor should have a general knowledge of medical fields with a focus on primary care (including preventive medicine, family medicine, obstetrics and gynecology, and pediatrics). It is expected that key personnel for this effort should have a minimum of a 4-year college degree; it is preferred that at least one person have specialization in communications or marketing, and another have experience in human resources. ANTICIPATED PERIOD OF PERFORMANCE: The anticipated period of performance is July 2012 through June 2013 with four one-year options.
