Description
The Mission and Installation Contracting Command, Fort Leavenworth, intends to issue a solicitation for Multi Functional LNO Support to the Center for Army Lessons Learned located at Ft. Leavenworth KS. The overall scope of this procurement will include the following: A network of Liaison Officers (LNO) has been established to speed up the injection of lessons learned and OIL into Army operational units through the TRADOC schools and centers training programs. This PWS is a continuation of that network and an expansion of the methods utilized to accomplish the mission. The government requires contractor support to rapidly and effectively disseminate OIL / Tactics, Techniques, and Procedures (TTP) emerging from forward-deployed operational forces and current training venues into institutional and unit training strategies, including home-station training, training center rotations and pre-operational deployment (e.g. Army Force Generation -ARFORGEN) readiness training. The government also needs to capture, analyze and disseminate OIL / TTP emerging from supported corps, division, and brigade and below units, during training and/or operational deployments, to facilitate rapid adaptation throughout the Army and within the JIIM community. The objective shall be to maximize facilitation of the sharing of Lessons Learned information into the supported organizations and the collections of Lessons Learned from the supported organizations. To accomplish this objective, the CALL LNO support contractor must work closely, effectively, and in cooperation with the CALL, other contractors, joint organizations and supported organizations. The Government anticipates a solicitation release date on or about July 1, 2011 through Federal Business Opportunities (FedBizOps) website. A single award of a Firm Fixed-Price contract is anticipated and award will be made to the offeror who provides a proposal that best meets the Government's requirement. All requirements, evaluation criteria, basis for contract award and proposal due date will be provided as part of the solicitation. The anticipated period of performance will consist of a one-year period of performance with two 12-month optional periods of performance. This procurement is set-aside 100% for Small Business concerns only; under NAICS Code 541690 and who meet the small business size standard of $7 Million. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov and must have completed the Online Representations and Certifications Application (ORCA). The solicitation and any documents related to this procurement will be available at the Government wide Point of Entry at http://www.fbo.gov/ and https://acquisition.army.mil/asfi. Requests for printed copies of the solicitation will not be accepted.
