Description
This project is being solicited under the Air Force Straddle Bid Authority. Funds are not currently available for this project, and no award will be made until funds become available. The Government reserves the right to cancel the solicitation, either before or after the proposal closing date with no obligation to the offeror. FAR clause 52.232-18, Availability of Funds will be incorporated into the solicitation. This synopsis is for the Installation of Hangar Door and Repair of Hangar, Building 90815 on Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on the drawings and in the specifications. The general work includes, but not limited to for Install Hangar Doors (FTEV 08-1186), demolition and disposal of existing hangars doors; providing new insulated hangar door designated for 140 mph wind load conditions; provide and install two 3' man door and hardware in new hangar door; provide and install new steel bottom rails; extend and repair existing top rail channels; paint all steel framing and siding to match the existing hangar; provide all motor operators and electrical connections, and provide complete hangar door package including bumpers, stops tractor pulls, track cleaner, head flashing, and insulation. For Repair Hangar (FTEV 08-1186A), provide new slip-resistant hangar floor finish, including backer-rod and self leveling fuel resistant sealant at all slab joints and cracks in Hangar floor. New striping lines will be added to the Hangar floor as well; provide new linear panels, insulation, and lap seam metal panels for the whole south Hangar; remove existing roof to existing purlins and trusses and provide new standing seam roof; remove large horizontal sliding doors in their entirety and extending girts and metal wall to infill new openings; removing existing doors for room 101 and providing new HM doors; and provide new roof over administration are (Option #1). This acquisition will be set aside for HubZone offerors only. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $33.5M. This contract will be a "Price Performance Trade-Off" contract; award will be made based on the "Best Value" to the Government in accordance with FAR 15.101. The Government reserves the right to award a contract to other than the low proposed price. Total performance period is 220 calendar days. Estimated magnitude for this project is between $500,000 and $1,000,000. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1 st Special Operations Civil Engineer Squadron. The contract will be a single award, Firm-Fixed-Price type contract. The issuance date for this solicitation is projected to be on/about 1 July 2011. Prospective contractors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. This solicitation will be available ONLY via the Internet at the following address: http://www.fbo.gov.
