- Description
- NASAs Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal(RFP), on a sole source basis in accordance with 10 U.S.C 2304 (c) (1), Only OneResponsible Source. NASAs GSFC plans to obtain laser ranging operational supportservices for artificial earth satellites, and the maintenance and calibration of theMcDonald Laser Ranging System (MLRS) located on McDonald Observatory in Fort Davis, Texaswhich is part of the NASA Satellite Laser Ranging (SLR) Network. The University of Texasat Austin currently provides these services on NASA contract NNG06DA07C which is thelatest of a succession of sole source contracts for this unique effort. These servicesare a continuation of the scientific and engineering mission operations support for theNASA SLR program. The services include operations of a satellite laser tracking station,data analysis, data assurance and quality control of MLRS data products in support of theInternational Laser Ranging Service (ILRS), the International Earth Rotation Service(IERS), and the Global Geodetic Observing System (GGOS), as appropriate. A 5-yearcontract is anticipated. This procurement is for the acquisition of services to support laser ranging operationsto artificial earth satellites, and the maintenance and calibration of the MLRS. MLRS isequipped to perform laser ranging to satellite and lunar targets. NASA's GSFC willprovide the equipment (Government Furnished Property) for this facility. This procurement shall also provide for data analysis, data assurance and quality controlof MLRS data products in support of the ILRS, IERS, and GGOS, as appropriate. Theseactivities shall include updated geocenter time series estimates; evaluation of new andreturning SLR stations as part of normal acceptance testing; resolution of specificstation coordinate problems; re-examination of the SLR estimates of the Earthsgravitational coefficient (GM) and the impact on scale within the internationalterrestrial reference frame (ITRF); precision orbit determination and verification; andparticipation in ILRS, IERS, and GGOS working group meetings.Any other persons desiring consideration are requested to fully identify their interestand capabilities in writing within 15 days of the date of publication of this synopsis. Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An ombudsman has been appointed -- See NASA Specific Note 'B'.
