Description
The Region 9 Regional Office is advertising a construction project for the Walker District Administrative complex in Walker, MN on the Chippewa National Forest. This project includes new construction and renovation on six buildings at the existing site. The two-story District office is the largest building which is approximately 9,300 square feet with an attached 3,735 square foot heated warehouse, renovated quarters, tree cooler building, unheated garage, utility structures, and sitework. Demolition, limited utility connections and landscaping are also included in the project. The Walker District Office building, attached heated warehouse and part of the site will be constructed as a LEED (Leadership in Energy & Environmental Design) Silver rated project. Contractor shall furnish all labor, materials, equipment, tools, transportation and supplies, and perform all work required in accordance with drawings and specifications of the contract. The solicitation will be advertised as a HUBZone set-aside using the Invitation for Bids (IFB) format with Base and Option items. It is anticipated that a firm fixed price construction contract will be awarded to a single contractor. The estimated contract period of performance is 400 calendar days from the effective date of the Notice to Proceed. A pre-bid meeting/site visit is expected to be held sometime in mid to late July. All prospective bidders are encouraged to attend. The exact date, time and location will be specified in the solicitation. In accordance with FAR Part 36.204, the estimated magnitude of construction is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) Code is 236220. The Small Business Administration Size Standard is $33.5 million. Contractors are required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA) prior to award. A bid guarantee of 20% of the bid price shall be required and the successful offeror shall be required to submit Performance and Payment Bonds (100% each) of the construction cost prior to start of work. The IFB will be posted to the FBO website on or about July 6, 2011. This is not a solicitation for proposals and no contract shall be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis, the pending solicitation or any follow up information requests. No hard copies of the solicitation, supporting documents and applicable amendments, if any, will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FBO website.
