Description
THIS IS FOR MARKET RESEARCH PURPOSES ONLY, NOT A REQUEST FOR PROPOSAL OR SOLICITATION. The U.S. Food and Drug Administration (FDA), Jefferson Laboratories, in Jefferson, Arkansas, is seeking small business concerns, including veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women owned small businesses. The following information is provided to assist the FDA in conducting Market Research to identify potential small business concerns for this effort: The government is seeking small business concerns capable of meeting the FDA's Office of Applied Research and Safety Assessment (ORSA), Division of Molecular Biology requirement for a Genome Sequencing System addressed more fully herein. The mission of the Division of Molecular Biology within ORSA is to perform basic and applied research in an effort to understand the ability of food borne pathogens to adapt and colonize novel environmental niches and to develop novel assays that allow the rapid detection and identification of the pathogens. The Genome Sequencing System, aka Personal Genome Machine, is a whole genome sequencing (WGS) instrument with the ability to rapidly and affordably sequence thousands of microbial genomes in a relatively short time period. The availability of WGS data from many diverse bacteria will allow ORSA to understand how the microbial pathogens evolve and adapt to new environmental niches which is critical to public health. Salient Characteristics of the required Genome Sequencing System are as follows: •Benchtop semi-conductor based sequencer for reading DNA sequences of microbial genomes •Ability to acquire whole genome sequences from various microbial and viral pathogens •Ability to sequence 4 microbial genomes at 10x coverage (approximately 50 megabases of DNA sequence read from each of 4 samples) •Minimum 5-years useable life of equipment •Scalability of instrument during instrument life-cycle at no additional cost •Ability to sequence 4 microbial genomes at 10x coverage (approximately 50 megabases of DNA sequence read from each of 4 The associated North American Industry Classification System (NAICS) Code is- 334516- Analytical Laboratory Instrument Manufacturing; Small Business Size Standard is 500 employees. Interested small business concerns must respond with capability statements which are due in person, by postal mail, fax or email to the point of contact listed below on or before June 23, 2011 by 09:00 hours (Central Time in Jefferson, Arkansas) at the Food and Drug Administration, OC/OSS/OFFAS, Attn: Sondea Blair, 3900 NCTR Road, HFT-320, Jefferson, AR 72079-9502. Reference FDA1088790. Potential Contractors should supply: •Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB), point of contact name, mailing address (if different from business address), phone number and email address; [North American Industry Classification System (NAICS) Code is- 334516- Analytical Laboratory Instrument Manufacturing. Small Business Size Standard is 500 employees.] •Capability statements must provide enough information to determine if the company can meet the requirement and be not longer than 5 pages excluding set-aside certifications. •Capability statement with sufficient descriptive literature that unequivocally demonstrates the technically capability of the products. •Description list of computer software, components, and accessories required to operate or otherwise support the Genome Sequencing Instrument. •Prior experience over the last five (3) years in furnishing the requested equipment, to include institution and point of contact name, phone number and email address for each institution identified. •Availability of requested Genome Sequencing Systems via U.S. General Services Administration (GSA) Schedule to include Schedule Number, Special Item Number (SIN), and Contract Number. •Though not a request for quote, informational pricing is encouraged for the offered products. For information regarding this market survey, please contact Sondea Blair at (870) 543-7469, FAX (870) 543-7990or email sondea.blair@fda.hhs.gov.
