Description
This is a combined Synopsis/Solicitation/RFQ for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued for the solicitation number NIAIDRFQ1139. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-52 dated May 31, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 424610, which has a size standard of 100 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure cases of polypropylene disposable pipette tips as a standing order to be delivered bi-weekly. The following items may be acquired under this acquisition: Item/Description/Quantity: 1) 240 cases of Beckman Coulter BK717253, AP95 Tips P250 Sterile Barrier; and 2) 360 cases of Beckman Coulter BK717252, AP96 Tips P250 Sterile. Tips must be: 1) exclusively designed for and work with an advanced Beckman Coulter liquid handling systems, which is located in the lab; 2) must be manufactured from virgin polypropylene and free of oil; 3) tested to guarantee the insertion force for tip pickup; 4) tested for leakage to ensure they do not drop liquid while being carried on the pipettor. Also, no bubbles are allowed in the sealing area at the top of the tip or in the lowest 0.5" of the tip. On the rest of the tip, there may be only two bubbles total, neither of which may exceed 0.030" in diameter. Must be able to use pipettes with a 96 channel disposable tip low volume, or a 200uL or 500uL dispense head. This will be for a period of six (6) months from date of award for a total of twelve (12) deliveries. There should be 2 deliveries per month: the first delivery will occur on or around the 1st of each month and the second delivery will occur on or around the 15th of each month. Each deliver will consist of the following: a quantity of 20 of line item 1 (717253), and a quantity of 30 of line item 2 (717252). Place of delivery is Gaithersburg, Maryland 20878. The following factors shall be used to evaluate offers: 1) technical capability to meet required specifications, 2) delivery schedule, and 3) price. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
