Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in of FAR subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation # ED-FSA-11-R-0010 is issued as a request for proposal (RFP), and incorporates provisions and clauses in effect through the newest amendment of Federal Acquisition Circular 2005-52, effective May 31, 2011. This solicitation will be set-aside exclusively for small business and is considered a full and open competition after exclusion of sources under NAICS code 541519, other related computer services. The Department of Education, Office of Federal Student Aid (FSA) has a requirement for hosting and operati0ons and maintenance services of FSA's Project Portfolio Management platform utilized by the Program Management Office (PMO). The current application implemented is the Microsoft Project Portfolio Management module platform for 50 users on Microsoft Project Server 2010. Period of Performance: The proposed purchase order will consist of six (6) total CLINs. The periods of performance are as follows: CLIN 0001 (FFP)- Hosting of MS Project and Portfolio Management Module -8 months CLIN 0002 (FFP)- Labor- 2 months Optional CLIN 0003 (FFP)- Labor- 2 months Optional CLIN 0004 (FFP)- Labor- 2 months Optional CLIN 0005 (FFP)- Labor- 2 months CLIN 0006 (FFP)- Transition- 1 month The provisions at 52.212-1-Instructions to Offerors-Commercial, and 52.212-4- Contract Terms and Conditions-Commercial Items, apply to this acquisition and are incorporated by reference. The provision at 52.212-2-Evaluation-Commercial Items does not apply to this acquisition as offerors will be evaluated on a best value basis. The evaluation factors are the following: 1. Factor 1: Past Performance/Past Experience: The Government will evaluate two (2) past performance references in which the offeror has demonstrated current ( less than 2 years) and relevant experience performing work of similar scope within the United States Federal sector, particularly in the financial, lending, and servicing industries. 2. Factor 2: Pricing: The Government will evaluate the Offeror's total cost, inclusive of options based on the following three (3) areas: • Labor • Hosting • Transition FSA has also determined all vendors are required to submit a copies or proof of the following documenting they meet this requirement: •Copy or proof of vendor status as a Microsoft Gold Certified Partner with a Competency in Project and Portfolio Management documenting they meet this requirement. •Copy or proof of FISMA compliant hosting facility utilized for Task 1 within Attachment 1- Statement of Work Please include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items, with any quote provided in response to this solicitation. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and cites additional FAR clauses that are applicable to the acquisition. Attachment 4 also provides additional terms and conditions that are specific to the Department of Education and FSA, and are required to be included in this solicitation. When providing a response to this solicitation, please respond with the following: - Copy of Microsoft Gold Certified Partner status with a Competency in Project and Portfolio Management - Copy or proof of FISMA compliant hosting facility utilized for Task 1 within Attachment 1- Statement of Work - Completion of Attachment 2- Pricing Schedule. - Completed Copy of Past Performance Reference Template - Completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items - Signed and completed Conflict of Interest Certification in Attachment 2 (ED307-17a CONFLICT OF INTEREST CERTIFICATION) Responses to this solicitation are due electronically by NLT than 5:00pm EST on Friday June 24, 2011.
