Description
Statement of Work SOURCES SOUGHT The National Institutes of Health, Clinical Research Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The Rehabilitation Medicine Department in the Clinical Research Center at the National Institutes of Health (NIH) in Bethesda, Maryland is researching options for an electroencephalography (EEG) system that is capable of collecting and analyzing activities in motor cortical surface of the brain, specifically the sensorimotor regions. Specifically, we are seeking to purchase a DC-capable 64 channel wireless EEG amplifier system with all the necessary components necessary for collection and processing of EEG data in real time. Capabilities: • The minimum sampling frequency should be 5,00 HZ per channel. • Be modular with interchangeable units including replacement of individual electrodes as needed and the system must have a trigger port to integrate it with other types of data that may be collected simultaneously. • Be adaptable for both children and adults in terms of size and must not be uncomfortable for subjects. • Should also be adaptable for use in a variety of tasks from a resting state to movement of multiple body parts Characteristics: The system shall contain the following hardware and software characteristics but is not limited to the following: 1. A 64 + channel system large enough to study the entire motor cortex in adults with precise temporal resolution and real time data display and capture so that it can be utilized as a BCI for motor training Ability to collect real time data on brain activity over a large surface area (e.g. must be large enough to study the motor cortex in adults). 2. All components should be provided and fully supported by a single company to ensure optimal ease of use as well as system performance and maintenance over time. 3. Able to track brain activity while the subject is performing motor activity (depends on the signal to noise ratio) 4. Should not restrict body movement due to the installation of sensors. (wireless system might work better than wired system) 5. System must include analysis software that is well-validated and considered to be the current state of the science with this rapidly evolving technology 6. Data must be able to be integrated with other types of brain imaging system through registration (matching) techniques at a later date or through concurrent data collection 7. Ability to expand and adapt the system based on future research needs. The North American Industry Classification System (NAICS) code is 334510, Size Standard - 500 employees. The vendor responses must demonstrate their ability to provide an EEG System as described above. Please note that failure to specifically demonstrate capability to provide the required supplies and/or services in your response to this market survey may affect the Government's review of industry's ability to perform these services. The vendor's response shall be in sufficient detail to allow the Government to assess the capability of your firm. The vendor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to provide all of the specialized requirements elsewhere described. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information. Any proprietary information should be clearly identified as "proprietary information". Vendors must send written capability responses by July 1, 2011 no later than 12:00 PM (EST) to the Contract Specialist at the following e-mail address lindbj@nih.gov. For any questions, please contact Mr. Brian Lind at (301) 451-7523. Hard Copies may be mailed to: National Institutes of Health Clinical Center MSC 1604 10 Center Drive Room No. CRC 1-1444 NE Bethesda, MD 20892 Attention: Brian Lind, Contract Specialist
