Description
DLA Disposition Services seeks sources with the capability and interest to provide temporary labor services at DLA Disposition sites throughout the United States, including Hawaii and Alaska, as needed. Each anticipated region/bid schedule in the contract will cover approximately 6 - 15 field offices within at least 4 states. Primary positions required are General Clerks, Warehouse Specialists, and Forklift Operators. Personnel may be required to perform duties of multiple positions. The contractor will need the capability to schedule and place personnel at all sites within a region as necessary within one business week. The corresponding NAICs code is 561320, with the set-aside aspects of any resulting procurement action(s) to be determined in part based upon responses to this sources sought announcement. Note that this announcement does not constitute a solicitation for these services, or formal announcement of such a solicitation. It is a market research effort to assess capability, interest, and possible socioeconomic set-aside implications. Accordingly, the following is requested from interested firms, with a due date of 23 Jun 2011: 1. A description of your company's capability to provide the services as described in this announcement, including the ability to hire and place personnel throughout CONUS, Alaska and Hawaii as needed or at least throughout multiple states within a one week timeframe. Responses at a minimum should include the following, but shall not exceed 10 pages in length. a. Provide the locations your company provides services to and any maximum capability/quantity of personnel. Though most requirements for temporary labor are for one or two positions, there may be surges due to special projects that could increase the requirement to more than 50 positions. b. Acknowledge understanding of minimum wages to employees based on position in accordance with applicable Department of Labor Wage Determination, as well as the 120/240 day time limit for use of individual employees in accordance with 5 CFR 300.504 c. - An indication of any/all socioeconomic designations applicable to your firm given the NAICS code above, as verifiable in your firm's Central Contractor Registration (CCR) or the Small Business Administration's Dynamic Small Business Search web-site. If a set-aside is requested, confirmation of the firm's ability to perform at least 50% of the work in accordance with the applicable set-aside clause shall be included for the set-aside to be considered.
