- AH-1W Weapon System Trainer (WST) Sources Sought Synopsis SOURCES SOUGHT FOR THE UNITED STATES MARINE CORPS (USMC) AH-1W WEAPON SYSTEM TRAINER (WST). The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking potential sources with the ability to produce training solutions that satisfy the AH-1W WST training requirements. The primary effort includes implementing a systems approach by analyzing requirements, producing, delivering, and installing a technical/visual system upgrade to the AH-1W WST, Device 2F136A-2 at MCAS Camp Pendleton, CA with an option to perform a similar technical/visual upgrade on the AH-1W WST, Device 2F136A-1 at MCAS New River, NC. The requirement also includes a brief support period following delivery. The AH-1W WST supports the AH-1W Warfighter Program, the Fleet Readiness Squadron (FRS) HMLAT-303 and the Marine Aviation Training System Site (MATSS) at Camp Pendleton, CA to meet AH-1W pilot throughput requirements. Once upgraded, the AH-1W WST will be technically capable of continuing to accomplish Training & Readiness (T&R) Syllabus events designated to be completed in a simulator. HMLAT-303 has a requirement to train AH-1W pilots through the end of the projected aircraft service life in FY19. The Government will provide existing available drawings and data following contract award. The planned upgrade of the AH-1W WST Device 2F136A-2 will include but is not limited to: 1.Replace current Image Generator (IG) with a Personal Computer based IG (PCIG) new Out-of-the-Window Visual Display System (projectors) and paint visual screen of each dome. 2.Install Visual and Sensor Databases from AH-1Z/UH-1Y trainers. 3.Replace Existing Telescopic Sight Unit (TSU)/Direct View Optics (DVO) Monitor 4.Replace Host Computational System and update software (use AH-1W APT as the initial software baseline) 5.Replace Instructor/Operator Station (IOS) Computational System and Displays 6.Replace Tactical Environment Network (TEN) Computational System 7.Replace Control Loading Computational System 8.Display Graphic/Aircraft Surveillance Equipment (ASE) Computation System and Software Reconfiguration (port from AH-1W APT baseline) 9.Implement Trainer Engineering Change Requests (TECRs) 10.Replace antiquated Aural Cueing System and Software 11.Replace Sound System (amplifiers and speakers) 12.Replace After Action Review (AAR) Debrief Computational System and Software 13.Replace the antiquated Full Function Signal Processing (FFSP) and Head-up Display (HUD) and related I/O Interfaces 14.Install Simulated Process Electronics Box (PEB) from AH-1W APT 15.Replace the antiquated Analog Motion Electronics Cabinets and Transducers 16.Implement all relevant aircraft Engineering Change Proposals (ECP) and Airframe Changes (AFC) to include Tactical Video Data Link (TVDL), Night Targeting System Upgrade (NTSU) and Infrared Zoom LASER Illuminator/Designator (IZLID) 17.Conduct a study of Aerodynamic and Flight Control Deficiencies Simulation of components may be integrated, but all visible and functional components will continue to be required to appear and function like actual aircraft components. The target award date is 17 January 2012. Final delivery of the completed AH-1W WST, at MCAS Camp Pendleton, CA, is expected to take no more than 20 months from the contract award date. A Firm-Fixed-Price award is anticipated. The NAICS Code for this acquisition is 333319 with a size standard of 500 employees. Written responses to this announcement should specifically address the following: 1) Information about your firm: a)Name and address of the firm b)Cage code c)Size of business and, if applicable, any small business classification d)Ownership e) Names of two principals to contact, including title and telephone number f) Statement of intent to propose 2) A submission of your firm s detailed capabilities to meet the requirements listed within this synopsis. 3) Your firm s specific experience with: a) Implementation of USMC and/or AH-1W aircrew training solutions, b) Production and delivery of training solutions to address USMC and/or AH-1W aircrew training, c) USMC AH-1W aircrew training familiarity, d) Aircrew training (other than USMC), e) Production and delivery of simulation-based training solutions to address operator aircrew training requirements, f) Production, integration and delivery of simulated aircraft systems, g) Addressing supportability maintainability issues such as delivering hardware and software documentation and engineering drawings, and h) Determining initial provisioning requirements of spares to support a required readiness rate. NOTE: Where applicable, for items (3.a) or (3.b) above, include the following information: i. Government contract number, ii. Contract value, iii. Role your company played, and iv. Point of contact and current telephone number. 4) A discussion of any customary business practices that might affect the firm's fulfillment of the requirement or its relationship with the Marine Corps customer; 5) A statement as to whether the firm has the resource capacity to produce and deliver the. AH-1W WST over the next 20 months, and also address the option of adding the second AH-1W WST at MCAS New River, NC device should funding become available.
