- Description of requirement. This announcement constitutes a Request for Information (RFI). THIS IS NOT A REQUEST FOR PROPOSAL. The information requested will be used within United States Transportation Command (USTRANSCOM) to facilitate decision making and will not be disclosed outside the agency. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI. General Description: USTRANSCOM is conducting market research to determine the feasibility of a company or companies providing a carbon footprint/greenhouse gas (GHG) inventory for designated operations involving intermodal movement of MRAPs (Mine-Resistant Ambush-Protected) from CONUS (Contiguous United States) to Bahrain and Iraq/Afghanistan, or as determined by USTRANSCOM. Additional details are provided in the attached USTC Carbon Footprint Inventory Requirements Description document. Information Requested: Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format of a White Paper as outlined below. The White Paper should be concise (no more than 5 pages) and address only the information requested below (title pages, cover letters, etc., will not count against the 5 page limit). Again, this information will support market research activities within USTRANSCOM. I. Company Information (General). II. Capabilities (General): Generally describe your company's ability/interest in fulfilling USTRANSCOM's carbon footprint inventory requirements. The capabilities statement should include a description of proposed methodology, proposed labor categories/skill sets, and prior experience with this type activity. This statement should cover all areas outlined in the USTC Carbon Footprint Inventory Requirements Description document. III. Rough Order of Magnitude (ROM) estimate of total cost. Please identify both labor costs and potential travel costs. IV. Business Size: The SBA small business size standard for NAICS code 541620, Environmental Consulting Services, is $7.0 million. V. Any Other Information Deemed Useful to USTRANSCOM. Submission Information: Responses to this RFI must be submitted via e-mail to Andrea Mouser at andrea.mouser@ustranscom.mil and Nikki Radake at nicole.radake@ustranscom.mil no later than 1200 CDT, Monday, 27 June 2011. Please refer any questions to Ms. Mouser or Ms. Radake via e-mail. Questions must be submitted no later than 1200 CDT, Thursday, 22 June 2011.
