- This is a combined synopsis/solicitation for a for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. The attached SOW is incorporated into this solicitation. Solicitation Number DG1350-11-RQ0599(GJB) is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 424920 and business size is 100. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), The International Trade Administration (ITA) is seeking services for the IDC's Black book. The IDC Black book is a worldwide project that covers 52 countries and covers multiple sub segments (IT Hardware, software and services). Gathering the data involves the input of as many as 750 analysts worldwide & is IDCs cornerstone in IT spending. The product has been around since 1989 and the US Dept of Commerce has been a client of IDC's Black Book for nearly a decade & uses it extensively in their planning. I believe this product is unique to IDC. ITA reserves the right not to make award(s) if such a decision is determined to be in the best interest of the government. ITA intends to pay one fixed price for this book. The award will be made on a best value. The best value evaluation factors include the following: 1) Approach - Effectively meeting the requirements; 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Excellent (E) - Superior or first class; Good (G) - Acceptable, Beneficial and worthwhile; sound and valid; (P)-Fails to meet two or more requirements; Unsatisfactory (U) - Not acceptable, not adequate to carry out. Incomplete quotes will not be evaluated or considered. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. This procurement is being reserved for small business in accordance with Federal Acquisition Regulation (FAR) 13.003(b)(1). The provisions and clauses may be downloaded at http://www.arnet.gov/far. IDC WORLDWIDE BLACKBOOK FOR INTERNATIONAL TRADE ADMINISTRATION OFFICE OF TECHNOLOGY AND ELECTRONIC COMMERCE The International Trade Administration (ITA) is seeking services for the IDC's Black book. The IDC Black book is a worldwide project that covers 52 countries and covers multiple sub segments (IT Hardware, software and services). Gathering the data involves the input of as many as 750 analysts worldwide & is IDCs cornerstone in IT spending. Each offeror's proposal shall include information describing its technical approach to meeting the requirements, information, and price. Offerors should provide the contact information for three references. Greater weight will be given to Commerce Department and U.S. Government staff references. Please submit proposals by e-mail by 11:00a.m.local time by July 7, 2011. Background: ITA has been using the IDC Worldwide Black Book for nearly a decade and uses it extensively in ITA's planning. This IDC study outlines the IT market taxonomy for IDC's Worldwide Black Book. It includes detailed methodologies for each of the major market segments included in the Black Book along with detailed category definitions. It provides a summary of the Black Book methodology, in which capacity it is intended for use as a handbook for the Black Book. The Worldwide Black Book taxonomy is reviewed annually by a committee of worldwide and regional analysts to determine updates based on current research segmentation and methodology across all international regions. As such, the taxonomy evolves in line with IDC research practices and with the evolution of the industry as new technology sectors are added to the taxonomy over time.
